SUBJECT:Gallatin Valley Urban Transportation District Meet 'n Greet
MEETING DATE:September 25, 2024

RECOMMENDATION:Meet officials from the Gallatin Valley Urban Transportation District and
discuss future opportunities for collaboration.
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:The Bozeman Transportation Advisory Board has adopted a 2-yr work plan
to guide the business of the Board. One adopted item in the work plan is for
engagement with the Gallatin Valley Urban Transportation District (UTD).
The 2020 Census demonstrated a significant population increase in Gallatin
County. In Bozeman, this population increase triggered a change in
classification from a rural area to a small urban area and in federal transit
funding. Eligible recipients of the small urban, FTA Section 5307 Program, do
not include non-profit agencies such as HRDC. In order to continue receiving
federal funding, which makes up a significant portion of the budget, a new
funding structure was needed. Knowing this population change was coming,
local stakeholders, and multiple planning studies recommended the
formation of an Urban Transportation District (UTD) to ensure Streamline
and Galavan could continue receiving federal funding and that it was the
best option for the community to allow for continuity of services.
A UTD is an entity used to operate a transit system, accompanied by a
governing board charged with managing the operations, infrastructure, and
activities of a public transportation system. It operates a single purpose
entity with a focus on regional collaboration and representation, and has no
significant geographical constraints.
UTD officials will be on hand to discuss progress and the Board is
encouraged to engage with them on opportunities for future collaboration.

SUBJECT:Work session for Gallatin High School parking district.
MEETING DATE:September 25, 2024
AGENDA ITEM TYPE:Policy Discussion
RECOMMENDATION:Provide staff with information about creating a parking district.
STRATEGIC PLAN:4.1 Informed Conversation on Growth: Continue developing an in-depth
understanding of how Bozeman is growing and changing and proactively
address change in a balanced and coordinated manner.
BACKGROUND:Residents around Gallatin High School have shown interest in creating a
Parking Benefit Zone or Residential Parking Permit District. Staff's goal is to
inform the Transportation Board of the proper procedure to create either
district.
UNRESOLVED ISSUES:No unresolved issues.
ALTERNATIVES:Alternatives as proposed by the board.
FISCAL EFFECTS:The fiscal effects of creating a district around the Gallatin High School are
employing a new parking officer to effectively patrol the district. The
program would also have to adopt an aggressive permit price to promote a
neutral cost recovery.
