STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes. BACKGROUND:The Metropolitan Planning Organization (MPO) is required to adopt the Long Range Transportation Plan (LRTP) by December 2026. Funding for this process has been allocated through the Unified Planning Work Program (UPWP) and is anticipated to extend over 18 to 24 months. To adhere to this timeline, the procurement process is proposed to begin in December 2024, with consultant selection in January 2025. During this meeting, MPO staff will present the key requirements and proposed timeline for developing the LRTP Scope of Work (SOW). Staff will share input received from the September Transportation Technical Advisory Committee (TTAC) meeting and request feedback on local priorities, oversight structure, community engagement strategies, and the proposed timeline. The LRTP SOW will be developed, reviewed, and finalized over a total of three TPCC meetings. UNRESOLVED ISSUES:None. ALTERNATIVES:As suggested by the Committee. FISCAL EFFECTS:None. Report compiled on: September 18, 2024 7 Memorandum REPORT TO:Gallatin Valley MPO - Transportation Policy Coordinating Committee FROM:Jeff Butts, MPO Manager SUBJECT:Gallatin Valley Metropolitan Planning Organization (GVMPO) Staff Update MEETING DATE:September 25, 2024 AGENDA ITEM TYPE:Administration RECOMMENDATION:Discussion on the GVMPO staff update. STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes. BACKGROUND:Work activities and accomplishments from Gallatin Valley Metropolitan Planning Organization (GVMPO) staff since the last meeting include the following: UPWP Submittal: Pre-award office upgrades totaling $20,000 were deemed ineligible for reimbursement and removed. The Montana Department of Transportation (MDT) approved the revised Unified Planning Work Program (UPWP), which is currently under review by the Federal Highway Administration (FHWA). Final approval is anticipated by October 1. Title VI Assurances: The City Manager of the City of Bozeman, as the host agency, signed a standard Department of Transportation (DOT) agreement to ensure non-discriminatory practices in MPO procurement and operations. Continuous Count Stations (CCS): Staff is collaborating with the City of Bozeman, City of Belgrade, Gallatin County, and the Transportation Technical Advisory Committee (TTAC) to finalize four priority CCS locations that meet MDT criteria. Federal Training: The MPO Manager completed training on Understanding Uniform Guidance for Federal Awards . Cross-Jurisdiction Collaboration: Staff attended the City of Bozeman's Black Avenue Bikeway Open House and is participating in Gallatin County's Safe Streets for All task force. Long Range Transportation Plan (LRTP): MPO staff consulted with Urban Transportation District (UTD) staff and TTAC to gather input on the development timeline and local priorities for the LRTP Scope of Work (SOW).
