Bozeman needs to draft an Affordable Housing Overlay Zone in conjunction with our existing neighborhoods during
the UDC rewrite. Just Upzoning areas will not work- Density in itself will not increase affordability. Bozeman needs
to prioritize protecting Naturally Occurring Affordable Housing (NOAH). Gifting density, extra height, and reduced
parking, by right to developers (as the proposed Unified Development Code rewrite does) takes away all of the
leveraging power we have to create affordable housing. We should encourage increased density, but the increased
density must be tied to affordability and fit the landscape of the surrounding area. If developers are given these
handouts, we have nothing to bargain with and affordability is not guaranteed. Developers get all of the benefits
while our working community members continue to get displaced. We must prioritize local incremental
development over institutional development.
