To the commissioners, I've read the updated Community Engagement Plan and was
surprised to see that you have not included the Historical Preservation Board among yourlisted Advisory Boards. Are they defunct? When did that happen? I know they do not have
power beyond advising but that's the category you list and they should be included. That andthe Neighborhood Boards who really do represent residents. I will wait to weigh in on the
specifics of the proposed UDC, but I do hope you include those 2 Boards in forming a plan.
The word privileged pops up at meetings in reference to the core neighborhood residents.
Why? The homes are worth a lot now, but that wasn't always the case and most are ownedand lived in by working residents who have maintained the properties and paid taxes for many
years. To cash in on that value requires moving from a community to begin all over and mostpeople do not choose to do that. If the residents in the core neighborhoods have concerns, it is
because we are in the front lines of gentrification that will forever change what we and mostBozemanites love. Most of us in the core neighborhoods live easily alongside multi-unit
homes and apartments. The truly privileged residents live in homes that are protected byHOA's who will never have to worry about drastic changes to their neighborhoods. I wish I
had that privilege. Thank you for work that you do, Mary Lou Osman
