To Mayor, Deputy Mayor, Commissioners and Interim City Manager From Jack and Jane Jelinski Subject: UDC Rewrite Date: September 14, 2024 The single-minded tactic to use upzoning and density to address our affordable housing has proved to be a failure. Building tall luxury apartments has increased the property values of adjacent modest residences, making them less affordable and degrading the quality of life in modest, historic and traditional neighborhoods. It has seriously cost your stable, long term residents exploding property taxes and degraded infrastructure. Please study the benefits of an Affordable Housing Overlay Zone for our existing neighborhoods so that Naturally Occurring Affordable Housing (NOAH) are protected. There are successful models across the country, and we have a local University with experts in urban design, architecture and community planning who can share their expertise with Bozeman so you do not need, once again, to enter in to expensive contracts with out of state consultants who do not understand Montana’s environment, values and culture.
