REQUEST FOR QUALIFICATIONS
COLLEGE STREET
S 8TH AVENUE TO S 11TH AVENUE
1. Will any additional ROW be provided by either the North or South side of College
Street?
No additional right of way acquisition is anticipated at this time.
2. Is the City trying to maintain any parking? Based on the RFQ it appears there is a focus
on a pedestrian and bicycle friendly section.
The focus of this project is on improving bicycle and pedestrian safety. Parking adequacy
will be determined through evaluation of alternatives and public engagement in the pre-
design phased of the project.
3. Is the City looking for traffic calming intersections such as bulb outs with bike pass
throughs?
With the focus on bicycle and pedestrian safety, treatments such as bulb outs will
certainly need to be considered.
4. Pending ROW is a center median an option to better protect pedestrians?
The city does not anticipate a full center median but provisions for pedestrian safety will
be a necessary component of the project.
5. Does the City want to see a landscape architect on the team to assist with visualizing
and designing the pedestrian and bike design?
The city does not specify team requirements. Landscape/streetscape design is
anticipated to be part of the project.
6. What level of community engagement is needed? A previous City project as a
comparable level of effort would help.
A Public Engagement Plan will be developed in the scoping phase of the project in order
to determine necessary level of effort.
7. What's the anticipated outcome of the corridor? A full ped mall or a combination of
ped/vehicle uses?
Functional Classification of College Street is defined as a collector; therefore, the final
street section will need maintain the critical function of vehicle connectivity. This project
aims to enhance active mode safety along and across the corridor by addressing speed
and visibility at crossing locations.
8. For street lighting, will we be looking at pedestrian lighting standards or City road
lighting standards?
Pedestrian-scale lighting is anticipated for this segment of College Street.
