Metropolitan Planning Organization. There will also be time in conjunction with each agenda item
for public comment relating to that item but you may only speak once per topic. Please note, the
Committee cannot take action on any item which does not appear on the agenda. All persons
addressing the Committee shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name and place of residence in an audible
tone of voice for the record and limit your comments to three minutes.

F.1 00:35:44 Performance Based Planning Agreement Update (Butts)
Jeff Butts, MPO Manager presented the Performance Based Planning Agreement Update to the
committee.
F.2 00:36:49 At-Large TPCC Member Update (Butts)
Jeff Butts, MPO Manager presented the At-Large TPCC Member, Danae Giannetti was chosen by the
TPCC to serve in this role to the committee.
00:38:21 Director of Transportation and Engineering, Nicholas Ross with the City of Bozeman
gave an update to the committee that the TTAC meetings going forward will be on an as needed basis
until planning activity's pick back up.
00:39:19 Montana State University Associate Vice President, John How commented that if we
don't have meeting to provide a brief bullet point of updates along with the calendar cancellation.

RECOMMENDATION:Discuss Continuous Count Station location selection.
STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other
public agencies and build on these successes.
BACKGROUND:The Montana Department of Transportation (MDT) is expanding its
Continuous Count Station (CCS) network to improve seasonal adjustment
factors in transportation models and plans to install two CCS locations within
the Metropolitan Planning Area (MPA). To support this initiative, the MPO
allocated $25,000 in the Unified Planning Work Program (UPWP) to fund two
additional CCS locations, resulting in a total of four stations. The attached
memo provides detailed criteria for CCS station placement and preliminary
locations. During the discussion, the committee will review these criteria,
examine potential locations, and provide feedback for priorities. MPO staff
will follow up with local jurisdictions to finalize preferred station locations
based on the committee’s input. Installation is expected to begin as soon as
October 2024.

Meeting Date: September 11, 2024
Subject: Continuous Count Station (CCS) Location Selection
Background
The Montana Department of Transportation (MDT) is expanding its statewide Continuous Count
Station (CCS) network. The MPO will select two CCS locations for MDT, and the Unified Planning
Work Program (UPWP) funds two more. This results in a minimum of four CCS stations within the
Metropolitan Planning Area (MPA) to enhance transportation forecasting and design.
Purpose
This memorandum outlines the draft criteria for determining CCS locations within the MPA,
following guidance from the Federal Highways Administration (FHWA), MDT, and MPO staff.
Federal Guidelines
Based on the December 2022 Traffic Monitoring Guide, the criteria for CCS placement include:
1. Data Collection: Capture peak hour, 30th highest hour, and directional data
2. Volume Monitoring: Track traffic trends on sections of the state highway system.
3. Geographic Analysis: Assess geographic variations in travel trends.
4. Performance Tracking: Align with Highway Performance Monitoring System (HPMS).
5. Cost Efficiency: Collect data where portable counters are not feasible.
6. Travel Statistics: Offer comprehensive data on AADT, peak volumes, and volume factors.
MDT Criteria
MDT requires the CCS locations within the Gallatin Valley MPA meet these criteria:
1. Representative Traffic: Stations should reflect typical traffic.
2. Placement: Install 30 feet from and 30 feet above the road.
3. Location Types: One state-classified arterial and one collector/minor arterial.
4. Vehicle Classification: Accurate recording of 13 FHWA motor vehicle categories.

MPO Staff Criteria
Staff suggests the following, which may be adjusted based on feedback:
1.Replacement: Utilize new CCS locations to replace existing short-term count locations.
2.Geographic Distribution: Place stations in every jurisdiction within the MPA.
3.Local Needs: Incorporate preferences of local jurisdictions.
4.Travel Insights: Improve understanding of travel patterns within the MPA.

Next Steps
MPO staff will lead a discussion at the TTAC meeting on September 11, 2024, to review potential
CCS locations and will coordinate with local jurisdictions afterward to finalize locally preferred
locations. MDT will manage the installation, maintenance, and data collection for the first two
stations. Installation is anticipated to start in October 2024.

BACKGROUND:To ensure the Long Range Transportation Plan (LRTP) is adopted by the
December 2026 deadline, staff is planning to issue a procurement request in
December 2024. An interactive poll, along with discussions, will be used to
gather input to inform the Scope of Work (SOW) development. This poll will
solicit perspectives on key items, including jurisdictional priorities, the LRTP
oversight structure, community engagement strategies, and transit
considerations. Internet access is required for participation with the poll and
there will be opportunities for input through discussion. A draft SOW is
expected to be reviewed during the October meeting, with a final requested
recommendation for approval anticipated for the subsequent meeting.
