To whom it may concern,
Please see my concerns regarding the development application 22389, we are directly adjacent tothe project which will have substantial quality of life and financial implications if approved.
To start, we were never provided any notification by mail of the project during the initialcommentary period, and our comments were not taken into consideration. You will find the cityplanner's response in Andrew Lex's email response, but my original chain is below.
In 2021, the zoning change request (Gran Cielo Request from R-4 to R-5) included commercial space,and the approval (Staff Report for Map Amendment) also mentions those needs. The current plansstrip commercial development in lieu of more multi-family units in a neighborhood with alreadyoutstanding density growth. What the previous zoning change was approved for has been strippedin favor of profit for an out-of-state developer.
With a total of 280 bedrooms on plan,with just 215 units of off street parking as planned will ensureparking on the surrounding streets. While within current guidelines, the developer has promised tocurrent residents, the streets are to be no-parking zones (ref: Condo Declaration & Amendment -Reference P. 36, 7.13, Gran Cielo 1st Amendment Master Subdiv. P. 40, 8.22). Note that thedeveloper is in control of our HOA and can manipulate the tenets of those agreements at any time,meaning the parking will bleed into the neighborhood and we have no recourse.
Further, the dumpster placement for trash and recycling for the development will directly face oursand neighboring units, providing a haven for rodents and other wildlife seeking a quick meal. Ifnothing else, please consider having this moved to an interior location for aesthetic, scent, andsanitary purposes.
Lastly, while the traffic study bears consideration, anecdotally when leaving for work heading east at7:45 am, it takes on average four minutes to make the left turn out of the development. I logged thetimes for two weeks with multiple days running into the 7 minute range as MSU begins theirsemester.
During our purchase of this property we were told that the plan for the lot in question was highdensity but slated for townhomes. This came directly from the developer’s partnered realtor. Thedeveloper has complete purview of the project and is doing everything on their part to deceivehomebuyers to sell high value homes with potentially complicated issues once this development iscomplete. Anecdotally, the notice sign on the development has been removed before the requiredplacement window. I noticed the removal 8/23 which is yet another showing of the developer tryingto hide their actions from the community.
I do hope that my notes help to outline a consistent pattern from an out-of-state developer that hasno desire to better the city of Bozeman. I hope you take our considerations into account to build abetter community.

Thank you for taking the time to read this email.

create a more urban environment in new developments, this is doing exactly the opposite as no
commerce is included in the application.
158 units in four-story buildings are incongruous to the development’s plans and are a misstepregarding vehicle parking. The initial development limits building heights to three stores and doesnot allow for street parking whatsoever: Condo Declaration & Amendment - Reference P. 36, 7.13,Gran Cielo 1st Amendment Master Subdiv. P. 40, 8.22. There are no buildings of this height in thearea, and few condominium buildings at this height in Bozeman currently. The cost of the homeswill ensure two vehicles per unit, with slightly over one spot off street available in the current plan.The developer is in control of our HOA and can manipulate the tenets of those agreements at anytime, meaning the parking will bleed into the neighborhood and we have no recourse.

property we were told that the plan for the lot in question was high density but slated for
townhomes. This came directly from the developer’s partnered realtor. The developer has complete
purview of the project and is doing everything on their part to deceive homebuyers to sell high value
homes with potentially complicated issues once this development is complete.
As of 30 November 2023, we have not received any notification regarding the plans for Ganc CieloBlock 14, despite the requirement that we be notified by mail. The location of the posting for theapplication is not easily visible, and many of the neighbors do not have any clue of the plans for theend of our street.
Our hands are tied, and I hope that you can see the need for a highly detailed review of this project.
