COMMENTS FOR APARTMENT DEVELOPMENT
APPLICATION 22389
To City of Bozeman Community Development:
We would like to have our comments reviewed as we are against the proposal to allow four story
apartment buildings built very close to our home.
The following is a representation of reasons why this development should not be approved as currently
proposed.
<!--[if !supportLists]-->1. <!--[endif]-->There is potential economic impact on our home values. The Gran
Ceilo Subdivision was developed and marketed as a luxury high end owner-based development.
Ultrahigh density rental units don’t fit with that intent. Building four story apartments will take away our
million-day mountain view as advertised on the Gran Cielo website. The additional notes on the website
description below also include “sense of classic community”, “sophisticated array of home types, sizes,
and styles” for examples do not a line with apartment renters that don’t have an economic stake in the
neighborhood. We were led to believe that this property would include condominiums, which would be
more cohesive to our community and be similar to the condominiums that exist south of the park.
Gran Cielo is the manifestation of our dedication to create community through a common living
space. While its million-dollar views, unmatched central park, and easy access to downtown
Bozeman and the wild beyond make Gran Cielo an enticing location, it’s the sense of classic
community that sets it apart. Whether you’re looking for your first home, a bit more space, or
somewhere to settle indefinitely, Gran Cielo offers a sophisticated array of home types, sizes and
styles. Unique architectural details and contemporary design draw residents in, but it’s the
community’s centerpiece, a world class central park, that draws them together. At Gran Cielo you’re
not just buying a house. You’re becoming part of a real community.
<!--[if !supportLists]-->2. <!--[endif]-->The development of the apartment complex will increase traffic
congestion at the main entrance to the neighborhood which is already overly congested, Stucky and 27th
Ave. Per the proposal, there will be four lots of either 29 unit or 50 unit apartment buildings, so 158
apartments, so at a minimum158 additional vehicles and probably twice that number. If alternate exits
are used, the vehicles will need to drive through the neighborhood, around the park where children are
playing and exit via Graf Street, where multiple apartment complexes are under construction.
<!--[if !supportLists]-->3. <!--[endif]-->Multiple apartment complexes in the immediate area are recently
completed or in the process of being built in the surrounding areas around Gran Cielo. For examples,
there is a large complex northeast corner of 19th Ave and Stucky, two complexes west of Kagy and 19th
Ave, at least four complexes near northwest corner of Graf and 19th Ave. In addition, the recently
completed complex, Ox Bow on Garfield/Cottonwood is reportedly only 30% occupied. If you drive past
the property, you will notice the grass is not maintained and landscaping is lacking. It would appear that
there is no shortage of future rental housing in this immediate area and this proposed complex is
redundant. Of note, there is only one condominium complex available in this area outside of Gran Cielo.
<!--[if !supportLists]-->4. <!--[endif]-->The development of the apartment complex will bring potential for
parking issues as there will not be enough parking spaces for renters and guests. Currently, there is no
parking allowed in front of the houses and it is not desirable for residents and their guests of the
apartments to park on our street. The unintended reality is these individuals have potential to bring boats,
ATVs, RVs, trailers, etc. to park on the surrounding streets, which would not be ideal.
<!--[if !supportLists]-->5. <!--[endif]-->The proposal for the apartment complex is to have four story
buildings. There is no precedent for four story buildings in this area as they do not exist in theneighborhood or in the nearby apartment complexes. The four-story buildings will obstruct the mountainview for many homeowners.
<!--[if !supportLists]-->6. <!--[endif]-->Misuse of application of R-5 zoning as there is nothing “mixed
used” about this proposal but only high-density.
We purchased our home here in Gran Cielo a year ago. Previously we lived in a condo overlooking an
apartment complex. Our experience living in an area adjacent to an apartment complex was less than
favorable due to the transient nature of the residents. There were multiple residents to the number of
bedrooms, issues with their pets, landscaping upkeep issues, neglected vehicles on the streets and all
manner of items stored on balconies in full view for examples.
We thank the committee for taking the time to consider our comments. While we understand the need for
an appropriate amount of density to avoid sprawl, we also would like to see more consideration given to
projects that encourage ownership and financial stake in our community.
