The project is located East of 7th Avenue and South of West Aspen Street. The site is comprised of Lots 1-3, 4A and 6A in Block 1 of the North 7th Addition to the City of Bozeman totaling 1.84 acres in size. The property is zoned (B-2M) Community Business District-Mixed. Lots 1-3 are currently developed with a restaurant. Lot 4A contains an existing single story residential structure converted to office use and a detached garage structure. Lot 6A is also developed with an existing single story commercial structure. The restaurant on Lots 1-3 is accessed directly off of N. 7th Avenue and by a shared driveway off of W. Aspen Street. Lots 4A and 6A currently share a parking lot and driveway access off of N. 7th Avenue. The proposed master plan redevelopment includes the demolition of the existing buildings and new site improvements with construction of a new multi-story mixed use building on Lots 1-3 and two new multi-story residential buildings on Lots 4A and 6A. Site improvements will also include open space, pedestrian sidewalks, plazas, landscaping features, a surface parking lot, and a parking garage within the mixed-use building. The proposed master plan developments will be phased as follows: • Phase 1: New 46-Unit Residential Building on Lot 4A • Phase 2: New 50-Unit Residential Building on Lot 6A • Phase 1&2: New Shared Parking Lot on Lots 4A and 6A • Phase 3 (Interim): Temporary Surface Parking Lot on Lots 1-3 • Phase 3: New 75-Unit Mixed-Use Building on Lots 1-3 Design Report Water All of the properties have existing live water services connected to the existing buildings on the site. These services are proposed to be abandoned at their connection point with the water main in conjunction with demolition activities at the site. New domestic and fire service lines will be installed to each new building. The existing building water demands will be removed and replaced with new mixed-use and residential apartment buildings consisting of approximately 171 new dwelling units and 15,000 SF of new commercial space. The new estimated domestic water demands B24-008 7th & Aspen Mixed-Use MSP Page 2 of 5 for each phase of the project are summarized in Table 1 below with supporting assumptions and calculations provided in Appendix A in accordance with C.O.B. DSSP Section V.A.4 and the 2017 Water Facility Plan. Table 1: Estimated New Water Demands Average Day Max. New domestic water service fire service lines will be extended to each of the new buildings from the 8-inch water mains in N. 7th Avenue or West Aspen Street. Final service sizing for each phase will be verified by the mechanical engineer in accordance with the Uniform Plumbing Code, actual fixture unit counts, and fire protection system requirements. The services will be Type-K copper or Class 51 ductile iron pipe depending on size, and will be installed per the City of Bozeman Design Standards and Modifications to Montana Public Works Standard Specifications (MPWSS). The fire flow requirement for each of the new buildings is 1,500 gpm based on building size and construction type as determined following International Fire Code Appendix B criteria. A fire hydrant flow report was provided by the City Engineering Department for the nearest fire hydrant to confirm the existing water main has adequate capacity to convey the maximum day plus fire flow demand for the proposed development in accordance with C.O.B. DSSP Section V.A.4. The hydrant flow data indicates an available fire flow of 6,200 gpm before dropping below a residual pressure of 20 psi. The project fire flow determination and fire hydrant flow reports are provided in appendix A. Sewer All of the properties have existing sewer services connected to the existing buildings on the site. DSSP Section V.B and the 2015 Wastewater Facilities Plan. Final service sizing for each phase of this project will be verified by the mechanical engineer in accordance with the Uniform Plumbing Code and actual fixture unit counts. The new sewer service lines will be SDR-26 PVC and will be installed per the City of Bozeman Design Standards and Modifications to Montana Public Works Standard Specifications (MPWSS). Storm Drainage Existing Conditions: As previously discussed, all of the project lots are currently developed with a restaurant, an existing single story residential/office structure with detached garage, and an existing single story commercial structure. The site also includes associated parking lots, sidewalks, and landscaping. The entire site slopes generally to the northeast with most of the runoff being directed toward W. Aspen Street. Stormwater Quantity: The proposed site development will include demolition of the existing buildings and pavement areas and construction of three new multi-story buildings. Phases 1 and 2 will include two new residential buildings with a central shared parking lot and perimeter landscaping. Phase 3 will consist of a large mixed-use building with internal parking and an overall footprint that will likely cover the entire site. An interim Phase 3 plan includes demolishing the restaurant and constructing a temporary surface parking lot prior to construction of the mixed-use building. Stormwater from the building roof areas, paved parking areas, onsite sidewalks, plazas, and open spaces will be collected and conveyed via piping to underground chambers designed to retain & infiltrate the 10-yr, 2-hr design storm for each phase. Runoff from Phases 1 and 2 will both drain to an underground chamber located in the central shared parking lot. Some roof drains will also connect to deep dry wells located behind the Phase 1 and 2 buildings. More detailed information is provided in the engineering design report for the Phase 1 and 2 Site Plan. B24-008 7th & Aspen Mixed-Use MSP Page 4 of 5 The Phase 3 full build-out will largely consist of one large building with roof runoff being collected and conveyed to an underground retention chamber, likely located beneath the internal parking garage. This chamber will be designed to retain & infiltrate the 10-yr, 2- hr design storm from the entire roof area and any adjacent on-site sidewalks and open space areas. Runoff from the interim temporary parking lot condition will be collected and retained in a temporary underground chamber or stormwater pond located along W. Aspen Street. Design for Phase 3 has not been completed yet, so an assumption that the entire parcel will be covered in hardscape was used for the interim and final build-out conditions to be conservative for master site planning purposes. Note the Phase 3 full build-out option also takes into consideration a 20-foot wide no-build easement along the south property boundary that is assumed to be landscaped. More detailed storm drainage information and calculations for Phase 3 will be provided with the subsequent designs and site plan application. The 10yr, 2hr design storm retention volume calculations for each phase are provided in Table 3 below with stormwater runoff calculations provided in Appendix C. Stormwater Quality: As mentioned previously, stormwater runoff from the building roof areas, paved parking areas, plazas and open spaces, including the interim phase 3 temporary parking lot, will be collected and routed to stormwater facilities designed to capture and fully retain/infiltrate the flow from the 10-yr, 2-hr storm event. The design retention volumes have also been confirmed to have enough storage capacity to capture the first half inch of rainfall from the associated drainage basins as shown in Table 3 below with supporting calculations provided in Appendix C. Four monitoring wells were drilled at the U-Haul facility northwest of the site in May of 1990 and six additional monitoring wells were drilled at the former Sinclair station just southwest of the site in April of 2003. All 4 well logs at the U-Haul property reported static groundwater levels encountered at depths ranging from 20.5 to 21.5 feet below the ground surface. Three of the Sinclair well logs reported static groundwater levels at 24 feet below the ground surface, and the other three wells were drilled to 24-25 feet deep and did not encounter groundwater. This project is located at an elevation contour between the U-Haul and former Sinclair properties, therefore it is anticipated that groundwater will be sufficiently deep even with seasonal fluctuations to allow for a full B24-008 7th & Aspen Mixed-Use MSP Page 5 of 5 retention/infiltration strategy to be successful at this site. Over-excavation below the infiltration facilities or connections to deep dry wells will also be required to tie the systems into the deeper native gravels below. The monitoring well logs for U-Haul and Sinclair are provided in Appendix C.
