Dear Mayor Cunningham, Deputy Mayor Morrison, Commissioners Madgic, Fischer and Bode as well as city staff working on this ordinance, I would like to add suggestions regarding the Affordable Housing Ordinance. 1-Any rental should have the option of rent to own. 2-The AMI should be 60% for rentals and 80% AMI to purchase, or a new metric needs to be found that doesn't inflate our AMI with high income residents but reflects the working class. 3-The AHO does not need to upzone our city. The value of property in Bozeman isn now an international commodity. If you want to reduce parking then it should only be for the"affordable" units. Two extra floors of height is a massive upzone. If you want to add height the bottom story should be a garden level, meaning it is below ground level with large egresswindows and the top story should be fully stepped back on all sides as a zone edge transition. 4-The affordable units never expire. An exchange for common goods, such as parking andadditional height doesn't expire and neither should the benefit. In truth this ordinance should be removed and replaced with a housing authority. Developers should not be greenlighted to provide the missing housing. Most large cities have housingauthorities. Paris, France has a goal of subsidizing 30 percent of its low income housing and 10 percent of its middle income housing by 2035.
