InteResources Planning, Inc. November 18, 2016
InteResources Planning, Inc., of Bozeman, Montana, conducted a historic
properties inventory and evaluation of 108 properties within the B3 Zoning
District. The project was conducted from May 2014 through November 2016. The
project was jointly supported by the City of Bozeman Department of Community
Development and the Downtown Bozeman Partnership.
The work included inventory, cursory historical and architectural documentation,
and recording of 108 properties (Appendix A) designated by staff of the City of
Bozeman, Department of Community Development, Planning Office. The
purpose of the project was planned to document and evaluate a large number of
historic properties that were not previously documented for historic integrity and
significance or evaluated for eligibility for listing in the National Register of
Historic Places (NPS 1966, amended 2014; MT SHPO 2001). The project was
designed to look at a large number oft properties within the context of the
valuable information contained within the Bozeman, Montana: An Historic and
Architectural Context (2008) and Bozeman, Montana Historic Buildings Inventory:
Status Analysis and Update Recommendations (2008).
The project results in a historical/architectural documentary “snap-shot” of the
inventoried properties, with recommendations for National Register eligibility of
24 of the properties (Appendix B), based on the guidelines established by the
National Park Service guidelines for evaluating National Register eligibility (NPS
Bulletin 13), along with documented findings of each properties’ integrity and
significance.
Project Location
The B3 District project is generally located in the downtown area of Bozeman,
Gallatin County, Montana. The district location is depicted in Appendix C and is
an irregular rectilinear shape centered around East and West Main Street and is
bounded by portions of Villard, Beall, and Lamme on the north, Olive Street on
the south, Fifth Avenue on the west, and Wallace Avenue on the east.
Methodology
The project involved visiting the 108 properties, performing a visual architectural
examination of the exterior of each major structure, documenting architectural
features and details, determining original versus later additions and modifications,
and documenting each property on a custom designed Montana State Historic
Property Inventory Form (Appendix D). Recording over 200 fields of data
including physical location and legal address, historic and current ownership,
date of construction, type of construction, physical description, architectural style,
and other pertinent information. UTM location points were derived from Google
Earth Pro satellite imagery due to the limited public access to most properties.
Documentation includes maps, aerial photos, and extensive property photos from
several vantage points.
Additionally, a limited amount of historical information research was conducted to
document the age of each building, ownership, and historical function. The scope
of the project was limited and did not allow for extensive historical research and
documentation. Due to limitations in project funding, review of property deeds
and city sewer/water records for all addresses was not undertaken.
A custom digital data entry form was developed for the project using File Maker
Pro® software. The data fields and format from the Montana State
Historic Property Inventory Form (MT SHPO) were used to develop the
digital template. The use of the custom data entry software allowed for
field collection of information about each property using a hand-held
Sony IPad®. Field data was automatically uploaded to office computers
via cellular phone connections. In the office, additional data could be
entered on the forms, reviewed, and edited. At the end of the project all
File Maker® forms were converted to PDF format for easy printing and
filing. The custom File Maker® forms also allow for conversion of data
entries to Microsoft Excel® spreadsheets for data categorization and
reporting.
All property forms exist in File Maker® format that is fully editable and will
allow the addition of additional records based on future surveys. Each
property record has also been saved as a pdf format file for easy reading
and exchange.
National Register of Historic Places criteria (https://www.nps.gov/nr/publications/
bulletins/nrb15/nrb15_2.htm) were used to evaluate the integrity and significance
of properties. The quality of significance in American history, architecture,
archeology, engineering, and culture is present in districts, sites, buildings,
structures, and objects that possess integrity of location, design, setting,
materials, workmanship, feeling, and association. The specified criteria include
evaluation of information substantiating that each property is:
A. Associated with events that have made a significant contribution to the broad
patterns of our history; or
B. Associated with the lives of significant persons in or past; or
C. Embodies the distinctive characteristics of a type, period, or method of
construction, or that represent the work of a master, or that possess high
artistic values, or that represent a significant and distinguishable entity whose
components may lack individual distinction; or
D. Has yielded or may be likely to yield, information important in history or
prehistory.
To be considered eligible for listing in the National Register of Historic Places,
the guidelines specify that a historic property be at least 50 years of age. For a
property to qualify for the National Register it must meet one of the National
Register Criteria for Evaluation by:
• Being associated with an important historic context and
• Retaining historic integrity of those features necessary to convey its
significance.
This project gleaned enough basic information about the physical, architectural,
and historical information pertaining to each property to make a rationale
decision for recommending specific properties for listing in the National Register.
It should be understood that this project only presents recommendations for
eligibility to list certain properties in the National Register. Such
recommendations can be presented to the Montana State Historic Preservation
Office (MT SHPO) for review and concurrence. Such a process would be
determined by the City of Bozeman, or individual property owner, as the need
arises. For the purposes of community development planning and historic
preservation consideration, the City of Bozeman can treat any property that is
recommended for eligibility as if it were determined eligible by the MT SHPO.
Determinations of eligibility do not preclude the removal or alteration of a
property, however such actions provide for certain advantages such as federal
investment tax credits as well as increased property value and tax base retention.
The Montana SHPOs Historic Preservation Guidelines state:
• Facts about National Register Listing
o The listing of a property on the National Register of Historic Places does
not interfere with the rights of a private owner in any way. Simply listinga
property does not limit the right of the owner to alter or use it in any manner
permitted under local zoning or land use law. However, if the owner is a
government entity, the entity must follow appropriate measures outlined in
federal, state and local statues regarding properties listed in the National
Register or determined to be eligible for listing.
o Listing a property on the National Register of Historic Places does not
obligate an owner to make any repairs or improvements or to open their
property to the public.
o Listing of a property on the National Register of Historic Places does not
guarantee that it will receive financial assistance. Properties, which are
listed in the National Register must compete for limited preservation funds
from a variety of sources. Listing, however, does indicate the significance
of a particular site and enhances its potential to secure funds and other
incentives preservation related activity.
o For those National Register properties receiving financial assistance from
federal (and often Montana Historic Preservation Services Directory 11
local, state) agencies, there are added responsibilities. If an individual,
business, government entity or nonprofit organization receives public funds
for the development of a National Register property, then the owner is
responsible for preserving and maintaining the property with respect to
those qualities which make it eligible for listing. The state or local historic
preservation office will review restoration projects during various stages of
development to assure compliance with the Secretary’s Standards for
Rehabilitation.
How to Use the Organized Materials
The digital data for this project is provided on a single removable flash drive,
formatted for both PC and Apple computers. Both formatted sections have a full
complement of the files and documents readable by each respective computer
system.

Bldg Background Data:
This folder contains specific historical property information for selected properties,
along with folders containing summary of information pertaining to Bozeman
Architects, Completed City Directory information for each property, and Historical
Data for each property.
FileMaker Forms Database
This folder contains the File Maker® database for the 108 properties
documented during this project. This file can be used with File Maker®
software to edit existing property forms and/or add new forms for
properties recorded in the future. It is recommended that an archive copy
of this file be made before manipulating, editing, or adding to the file.
HISTORICAL PROPERTY FORMS pdfs
This folder contains pdf copies of each property form that exists in the File
Maker® database.
Photos
This folder contains all project photos including those inserted into the individual
forms found in the File Maker® database and pdf files. This folder has more
photos, some with different views and exposures. Some have not been
adjusted for size, resolution, or exposure.
Project Maps
This folder contains all of the property maps (Property location, Aerial location
image of property with B3 project boundary, and close-up detailed view of the
property location. Files within this folder include Photoshop .psd format for editing
and .jpg files for printing and viewing.
Property List
This folder contains an Excel table listing all properties and specific attributes
including current owners, original construction date, Sanborn Fire Insurance Map
references, UTM location, and other pertinent data that was transferred to the
property forms (B3 BZN_database_ 030516.xlsx)
Sewer Water Permits
This folder has Bozeman City Sewer-Water Permit data for a selected number of
properties in the B3 survey. Due to limited time and funding, and unreliability of
some of the permit data, not all properties are included.
Summary Report
This folder has the digital file for this summary report and all of the related
appendices.
Project Results
This project inventoried and documented 108 properties, including over 130
individual buildings (Appendix A). Some of the properties have multiple street
addresses. Multiple buildings and addresses were combined where historic and
current ownership documents a link all of the component buildings.
A total of 24 properties were found to have the requisite elements of integrity and
significance, and meet the criteria for evaluation for recommending listing on the
National Register of Historic Preservation.
It is recommended that the City of Bozeman present this package of property
forms and related summary report to the Montana State Historic Preservation
Office. The purpose of the submission to the SHPO will be to review and concur
on recommendations for potential listing in the National Register of the 24
individual properties. The 24 properties can be included in existing defined
historic districts or listed as individual properties.
