At the direction of the City Commission, anonymous public comments are not distributed to the Board or staff. Public comments will also be accepted in-person and through Video Conference during the appropriate agenda items. As always, the meeting will be streamed through the Commission's video page and available in the City on cable channel 190. If you have a disability that requires assistance, please contact our Acting ADA Coordinator, Max Ziegler, at 406.582.2439 2 Memorandum REPORT TO:Bozeman Historic Preservation Advisory Board FROM:Sarah Rosenberg, Associate Planner/Historic Preservation Officer Erin George, Interim Director of Community Development SUBJECT:Update on Bozeman Landmark Program, application 22388 MEETING DATE:August 21, 2024 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:None STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver information to the community and our partners. BACKGROUND:The Historic Preservation Program began in the early 1980's when a comprehensive historic architecture survey of the "historic portion" of the city was conducted. Surveying over 4000 properties provided the foundation to nominate eight National Historic Districts, establish a historic preservation policy, and create the Neighborhood Conservation Overlay District (NCOD). The focus with the Bozeman Landmark Program centers on revising the existing preservation policy and crafting a local landmark program. This project will: Evaluate Section 38.340 of the Unified Development Code - where all things historic preservation and standards for the NCOD reside; Assess the review criteria and standards for certificate of appropriateness applications; Reevaluate the NCOD - determine the effectiveness of the district and its boundary and how it relates to the historic preservation program as a whole since this project is looking at the entire city and not just the NCOD; Create a Landmark Program and nomination process which can identify places of importance that may not be recognized as significant at the National level and can establish its own standards and regulations. The project is divided into two phases. The first phase focuses on research and community engagement that will result in policy recommendations. The second phase will put the recommendations into action (subject to City Commission authorization) by drafting and preparing necessary code amendments. At both phases, the Historic Preservation Advisory Board (HPAB) will review and provide their recommendation to the City Commission for consideration. 3 In July, the consultant team, Community Planning Collaborative, came to Bozeman to kick of community engagement efforts which involved a variety of different events. During this meeting, city staff will debrief HPAB on community engagement and discuss the project moving forward. To find out more about the project, visit engage.bozeman.net/landmark. BACKGROUND:In May, the Historic Preservation Advisory Board participated in Commission Assistance and Mentoring Program (CAMP) training offered by the National Alliance of Preservation Commission (NAPC) and Historic Preservation Month events.
