Per 38.230.080.B, BMC, approval is granted if all criteria are met. The public may comment in writing regarding compliance of this application with the required criteria. Comments should identify the specific criteria of concern along with facts in support of the comment. Per 38.250.030.B, BMC, issues not raised during public comment period may not be raised on appeal. During the notice period the City will continue review for compliance with applicable regulations. Church Avenue Application: 24308 Summary: This is a Neighborhood Certificate of Appropriateness (NCOA) application to demolish an existing single-family residence and replace it with a duplex and a detached garage with an ADU above it. The existing house is not considered a contributing structure per the 2024 Historic Property Record. The property is not within a historic district and is zoned R-2. The house sits on the same lot at a historic church but there are no proposed changes to the historic structure. Per 38.320.070, two departures for housing creation are requested. The first is to allow an ADU on any lot in a district without the requirement for 1000 square feet of additional lot area which would be 6000 square feet. The lot is 5259 square feet. The second is to allow an ADU to be above 600 square feet up to a maximum of 60% of the gross floor area of the primary dwelling unit which is 1638 square feet.
