To whom this may concern:
I am a property owner in the 100 block of South 20th Avenue in Bozeman;three sites away from
the property located at 1920 West Babcock(referred to as the subject property) I strongly
oppose the zone change request from R-O to B-2M. This change is NOT in the best interest of
the community or the residential pocket of homes from Babcock Street to W. Dickerson
This pocket of homes (broadly between Main Street and Montana State University) range from
single family to 2-4 family and a small percentage of multi-family residential homes. There are
over 100 units in this four block section and the majority of the residents in this neigborhood are
under 25 years of age; many are college students and there are a number of young married
couples with very little children. A change from residential/office (low impact) use to a
community business district(higher impact); encouraging multi-household residential as a
SECONDARY use is not appropriate. On the north side of Babcock Street,or a site facing 19th
Avenue, possibly; however, not on the south side of Babcock Street.This change would not be
suitable and it does not serve the interests of the area residents.This zone change would ONLY
benefit the current property owner.
Babcock Street serves as a natural boundary separating high impact commercial to the north
(property facing Main Street including fast food restaurants,gas station and the like)and
residential housing to the south of Babcock Street.The City of Bozeman states that the Purpose
and Intent of Regulations are to"Promote public health, safety,and general welfare.....and to
promote orderly development....". Changing this site zoning des NOT serve this purpose.
Increasing my concern for this zone change request is the fact that the property to the
immediate east of the subject site is owned by an entity that shares the same business address
as the subject property owner which would lead me to believe the resulting negative impact
may be even greater if the two properties were to be jointly developed. As Bozeman growth
continues, it is more important than ever to be very thoughtful and protective of our City.
I am a certified residential appraiser and have been appraising in this valley for over twenty five
years; I am a fourth generation Montanan and a concerned Bozeman resident. As out-of-state
interests continue to invest in our area,we need to proceed with even more caution and error
on the side of asking what is best for the people who live and work here every day. We need to
ask what serves the greater good. When this current owner purchased this site,they were well
aware of the current zoning and the R-0 fit in well with the surrounding area; B-2M zoning will
not! I ask that you deny this zone change request as it does not promote orderly development or
meet the City's goal and purpose of serving the greater good.
