Dear City Commissioners,
My name is Alexandra Hoecker. I am a resident and business owner in Big Sky and a board
member of Haven. I am writing to provide my comments regarding the discussion onOrdinance 2147 and urban camping policies scheduled for the meeting tomorrow on August 6,
2024.
I am grateful that the City has prioritized funding for the HRDC Warming Center with anallocation of $360,000. This support is vital for our community, especially during the harsh
winter months. Thank you.
As the City deliberates on the changes to the urban camping ordinance following the SupremeCourt's decision on Grants Pass, I ask that you approach this matter with empathy and a deep
understanding of the complex circumstances faced by those experiencing homelessness.Domestic violence is a leading cause of homelessness among women, and without adequate
funding for shelters and transitional housing, local nonprofits like Haven cannot meet thegrowing demand for these critical services. Addressing the needs of this demographic more
holistically can significantly enhance the overall efforts to support those who are unhoused. Ibelieve that neglecting one aspect while trying to address another is not as prudent or
effective.
For additional allocations, please consider the critical needs of domestic violence survivors.Haven's shelter provides a secure environment with comprehensive wraparound services
essential for their safety and recovery. Maintaining last year's funding level of $40,000 forHaven is crucial to continuing to offer these life-saving services.
As we all know, Bozeman is already highlighted as a hot spot for growing concerns about
affordable housing. How we handle these issues will be watched closely across the country.Bozeman has an opportunity to set a precedent in Montana and the country by crafting an
urban camping ordinance that provides a safe and compassionate solution for those with nochoice but to camp.
Thank you for considering these points and for your ongoing dedication to addressing
homelessness and other extremely important issues in our community. Your leadership andsupport are essential in ensuring that we can provide the necessary resources and safe options
for our most vulnerable residents.
