Greetings, The Montana Department of Transportation (MDT) would like to announce that the next Call forApplications for the Transportation Alternatives (TA) Program will begin on January 10, 2025 with applications due on April 9, 2025. There will be $16 million available statewide. The funding distribution is available on the TA website. The updated application will be available on January 10,2025 on the TA website. I am sharing this update now as this is the best time for communities to begin planning for an upcoming application (if you haven’t already done so.) If you would like a copy of the applicationfrom 2023, please contact me and I will send you one. Also, please contact me if you would like to see an example of a successful application. The new applications for Capital Improvement and Pavement Preservation will be similar to the applications from 2023. MDT will also be offering a $5,000 application reimbursement for small and disadvantagedcommunities. The communities that will be eligible for this reimbursement are communities with a population of less than 5,000 and tribal governments. Communities designated as an Urban areaare not eligible for this reimbursement. You can begin coordinating with engineering firms and planning for this, however, do not sign a contract yet or have your engineer begin work onpreparing an application, as the funding still needs to be programmed. Funds will likely be available in mid-November. I will send an email once this funding for the application reimbursement is available. If you are not going to be pursuing the $5,000 applicationreimbursement, there are no restrictions on when you can begin working with an engineer on planning your application. Once again, the Metropolitan Planning Organizations (MPOs) will be administering their own Callfor Applications. If your application is for a project within the urban boundary of one of the 5 MPOs (Billings, Missoula, Great Falls, Gallatin Valley, or Greater Helena Area) you will be applying to that specific MPO’s Call for Application. The dates for the MPOs and MDT’s Call for Application willcoincide. Here is some advice for applications to begin considering prior to the Call for Applications: Ensure there is public support for your project by engaging locals and organizations through discussions and public meetings.Discuss the project with adjacent landowners to gain support, especially if right-of-way, easements, or construction permits are necessary. Consider if your project involves utility impacts/relocations. If it does, begin discussions withthe utility companies to get their approval on the project and work through concerns they may have.Secure local match funding, if applicable (many projects will require 13.42% local matching funds.)Work with an engineer on the feasibility of the project, design details, and estimating the project costs and risks (is there enough right-of-way; what are the utility impacts; how will thedrainage impacts be handled; etc.) MDT has not programmed funding yet for the reimbursement of applications for small and disadvantaged communities, and likely won’t have funding programmed until November.
