Bozeman needs more housing and the AHO offers important incentives to promote the development of these units.
The Bozeman City Commission should look to strengthen this tool to better address affordability and serve the
community.

City of Bozeman Commissioners and Staff,
I am writing on behalf of Forward Montana,a local nonprofit dedicated to helping young people
get engaged in the political process and shape policies that reflect the values and needs of young
Montanans. One of these core values is access to affordable housing. We believe that Bozeman is
a place that should be accessible and affordable to all neighbors, those new to the community,
and those with deep roots.Bozeman is experiencing a housing shortage. The lack of affordable
units is pushing out students, service workers, young families, and essential service workers, all
who contribute to a functioning and thriving Bozeman. We are in dire need of more affordable
units and we must use all available tools to address this crisis.
We urge you not to rescind the Affordable Housing Ordinance.
The AHO is working to add units and has incentivized projects across a range of affordability
targets in Bozeman
There is space to review the ordinance and assess where thresholds and incentives can be
improved, but rescinding the AHO in its entirety will limit the tools at the city’s disposal for
addressing affordability in Bozeman. The current ordinance should be modified to better serve
Bozemanites. It feels imperative to change the deep incentives threshold for rentals to 60%of
AMI as opposed to 80%of AMI.
Bozeman needs more housing and the AHO offers important incentives to promote the
development of these units. The Bozeman City Commission should look to strengthen this tool
to better address affordability and serve the community.Best,
Forward Montana Staff –Bozeman
