MSU's Associate Vice President of Facilities Management, John How asked if each agency had to have a cooperative agreement signed and in place. F.2 00:23:13 Unified Planning Work Program (UPWP) Primer (Ross) Director of Transportation and Engineering for the City of Bozeman, Nicholas Ross presented the Unified Planning Work Program (UPWP) Primer. 00:28:31 Board Discussion 00:28:32 Mitch Buthod Mitch Buthod, MDT Statewide and Urban Planning Supervisor commented that Bozeman and Belgrade both received a Safe Streets for All Safety Action Planning Grant. The MPO coordinating safety planning through those activities through Jeff is a good thing that would be wise to include in the UPWP. Jeff's time coordinating between the jurisdictions on the Safe Streets for All Grants is something we could fund with PL funds. 00:29:41 Chris Saunders Chris Sanders, Community Development Manager commented that at the beginning of any organization, knowing where we are is a great place to start. Scoping work for analysis of what we have documentation wise, what we're missing documentation wise, what resources are out there. How compatible are the different entities transportation related layers so we can figure out how not to be setting up conflicts as we're individually working on whatever set of projects we do over the years, followed by some gap analysis. One of the best values the MPO could bring to the three organizations would be a consistent set of population projections and expectations. 6 Gallatin Valley MPO TTAC Meeting Minutes, June 12,2024 Page 4 of 4 00:32:57 Sunshine Ross Sunshine Ross, Gallatin Valley UTD Director commented on accessibility. In regards to transit, some of the issues we see is getting people from the bus stop onto the bus. This is more difficult in the winter, because of snow. We run into the separated bike or pedestrian paths because they separate from traffic, but that also leads to difficulty in clearing a path to the bus. People and mobility devices and trying to cross a large intersection, those sorts of accessibility issues. 00:34:42 Mitch Buthod Mitch Buthod also commented on the metropolitan planning funds as well as the 5303 funds need to be included in the work program. All the transit planning work that's going to be incurring within the MPO area using that 5303 allocation will need to be included in the work program. Nicholas Ross Nicholas Ross, Director of Transportation and Engineering commented that the City of Bozeman and County have been discussing a good fit for the MPO and coming up with a long-range plan for the Valley Center Spur that goes under I 90 and how to improve multimodal accessibility and a connection across the highway. 00:39:42 Public Comment Marilee Brown commented that we have never had a plan in conjunction with the railroad. Having some sort of planning document with the railroad on future ideas would be so helpful since it has been a huge barrier in getting some of the projects done that, she knows that the both Belgrade and Bozeman have wanted to do. G. 00:42:10 Adjournment 7 Memorandum REPORT TO:Gallatin Valley MPO - Transportation Technical Advisory Committee FROM:Jeff Butts, MPO Manager SUBJECT:Cooperative Performance Based Planning Agreement MEETING DATE:July 10, 2024 AGENDA ITEM TYPE:Administration RECOMMENDATION:Motion to recommend TPCC approval. STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes. BACKGROUND:The MPO is obligated to share transportation performance data with MDT and federal authorities, supporting relevant performance targets. Certain target categories are set by federal legislation, and MPOs are encouraged to collaborate with the state to define these targets. MDT has provided the MPO with a draft Memorandum of Agreement outlining Cooperative Performance-Based Planning Measures and Targets. Staff intends to seek recommendation for the TPCC chair to sign the agreement at the August 21 meeting. UNRESOLVED ISSUES: ALTERNATIVES:As recommended by the Committee. FISCAL EFFECTS:None if approved; failure to come to agreement will jeopardize future PL funding. Attachments: GVMPO_Performance Based Planning Agreement Template Clean.docx Report compiled on: July 3, 2024 8 1 MEMORANDUM OF AGREEMENT FOR COOPERATIVE PERFORMANCE BASED PLANNING MEASURES AND TARGETS This memorandum of agreement, made and entered into this day of , 2024, by and between the Montana Department of Transportation (MDT), the Gallatin Valley Metropolitan Planning Organization Transportation Policy Coordinating Committee (MPO), and the Gallatin Valley Urban Transportation District (TRANSIT DISTRICT), establishes the roles, responsibilities and commitments for cooperatively developing and sharing information related to transportation performance measures and targets: WHEREAS, the Moving Ahead for Progress in the 21st Century Act (MAP-21) transformed the Federal- aid highway program by establishing new requirements for performance management to promote the most efficient investment of Federal transportation funds, and WHEREAS, the MAP-21 mandated rulemaking to establish a strategic and systematic process of operation, maintaining and improving public transportation capital assets effectively, and WHEREAS, the Infrastructure Investment and Jobs Act (IIJA) continued these requirements, and WHEREAS, performance management increases the accountability and transparency of the Federal-aid highway program and provides for a framework to support improved investment decision making through a focus on performance outcomes for key national transportation goals, and WHEREAS, performance outcome provisions were implemented by rulemaking to establish the regulations needed to effectively evaluate and report safety, infrastructure condition, on-road mobile source emissions, and surface transportation performance across the Nation, and WHEREAS, the MDT, MPO, and TRANSIT DISTRICT, consistent with 23 CFR Parts 450 and 490 and 49 CFR Parts 625 and 630, shall jointly agree upon and develop written provisions for cooperatively developing and sharing information related to transportation performance data, the selection of performance targets, the reporting of performance targets, the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the MPO, and the collection of data for the State asset management plans for the NHS and these provisions shall be documented; and WHEREAS, the selection of targets that address performance measures described in 23 USC 150(c) shall be in accordance with the appropriate target setting framework established at 23 CFR Part 490 and shall be coordinated with MDT; and WHEREAS, the selection of performance targets that address performance measures described in 49 USC 5326(c) and 49 USC 5329(d) shall be coordinated between the MPO, TRANSIT DISTRICT, and MDT; and WHEREAS, for each applicable performance measure the MPO shall establish targets by either agreeing to plan and program projects so that they contribute toward the accomplishment of the relevant MDT target for that performance measure, or committing to a quantifiable target for that performance measure for the metropolitan planning area; and 9 2 NOW, THEREFORE, it is agreed by and between the parties hereto that: 1. The MPO will support MDT targets for applicable performance measures in 23 CFR 490 for safety, pavement and bridge condition, system performance, freight, and Congestion Mitigation and Air Quality (CMAQ), and will coordinate with and support the TRANSIT DISTRICT, targets for performance measures in 49 CFR 625 and 630 for transit asset management and transit safety. It is further agreed the MPO will plan and program projects so that they contribute toward the accomplishment of the relevant MDT targets for each performance measure. 2. MDT shall coordinate with the MPO on the selection of MDT targets in accordance with 23 USC 135 to ensure consistency, to the maximum extent practicable. 3. The TRANSIT DISTRICT shall coordinate with the MPO to set targets in accordance with 49 USC 5326(c) and 49 USC 5329(d) and provide targets to the MPO for transportation planning processes. 4. MDT will be responsible for the collection of data for the State asset management plan for the NHS. The MPO, MDT and TRANSIT DISTRICT, will collect and share data as needed for conducting the transportation planning processes of the MPO. 5. The MPO will include in the metropolitan transportation plan a description of the performance measures and performance targets used in assessing the performance of the transportation system; a system performance report evaluating the condition and performance of the transportation system with respect to the performance targets, including progress achieved by the MPO in supporting the MDT targets in comparison with system performance recorded in previous reports. 6. The MPO will include in the Transportation Improvement Program (TIP) a description of the anticipated effect of the TIP toward achieving the performance targets identified in the metropolitan transportation plan, linking investment priorities to those performance targets. 7. This agreement shall be for a perpetual term and any alteration or supplement to the terms of this agreement shall be agreed to in writing by the signatory parties. 10 3 IN WITNESS WHEREOF, the parties hereto have affixed their hands and seals the day and year first above written. It ensures alignment with federal, state, and local priorities and is crucial to qualify for reimbursement of MPO (PL) and transit (5303) planning expenses. The attached staff report represents the current stage of UPWP development. This work session will include a staff presentation followed by Committee discussion of policy-level feedback for inclusion in the final UPWP. UNRESOLVED ISSUES:None. It outlines the purpose of a UPWP, timeline for development, work elements, strategy and poses policy questions for discussion. The current draft of the UPWP is preliminary and requires determination of the budget and other essential details. Adjustments and revisions are anticipated. Purpose of the UPWP The UPWP is a required document that defines activities over one or two years. It aligns federal, state, and local priorities and guides the reimbursement of MPO (PL) and transit (5303) planning expenses. Development Timeline The UPWP is on a compressed timeline this first cycle to meet required deadlines: June – July: Drafting the UPWP • Receive template from Montana Department of Transportation (MDT). • Draft UPWP and distribute draft for review. • Transportation Technical Advisory Committee (TTAC) and the Transportation Policy Coordinating Committee (TPCC) work sessions. • Address input from the committees, public comments, and regulatory requirements. August: Committee Review and Approval • Submit to MDT for their review. • Present the finalized document to TTAC and TPCC for approval. • Revise document to reflect all comments received. September: Submission for Federal Approval • Submit UPWP to FHWA and FTA for review and approval. • Address any feedback or required revisions. October: Implementation • Upon receiving federal approval, begin implementing the UPWP. • Monitor and report on the progress. REPORT TO: FROM: SUBJECT: MEETING DATE: MPO Transportation Technical Advisory Committee (TTAC) Jeff Butts, MPO Manager Unified Planning Work Program (UPWP) Development July 10, 2024 13 Mandated Components of the UPWP The work plan must include the following: Public Participation Plan (PPP), Long Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), UPWP development, posting an annual list of MDT obligated products, collection and maintenance of transportation performance data and targets. The UPWP includes transit planning funds (5303), but the MPO does not develop the transit work plan. Work Program This section serves as an important part of the document, detailing the MPO's work. While it provides guidance, the work is adaptable based on needs. This year’s program includes the following: 100 – Program Administration (~25.2%) This section details the Gallatin Valley MPO's role in overseeing transportation planning and compliance with federal regulations, supporting local and state agencies, and maintaining staff competency through training and engagement with best practices. It includes the following: • Executing federally mandated planning – implement required transportation planning activities, ensuring adherence to federal guidelines. • Managing administrative and compliance tasks – program management, public relations, staff training, compliance with non-discrimination policies, and reports. • Enhancing collaboration and performance monitoring – Foster cooperation between agencies, track performance measures, support grant applications and data analysis. 101 – Unified Planning Work Program (UPWP) (~7.7%) The UPWP is developed annually or biannually to formally guide MPO and transit planning. Activities include developing a detailed UPWP, submitting regular reports, and soliciting input. 102 – Public Involvement and Planning (~18.6%) This section outlines efforts to enhance community engagement and transparency. It includes:-- • Develop and implement a Public Participation Plan to guide community engagement. • Provide transportation-related information to city, county staff, elected representatives, individuals, and groups to aid decision-making and ensure policy consistency. • Use web pages, social media, and other tools to share information, foster public understanding, and collect community input on transportation planning. 300 – Long Range Planning – System Level (~24.5%) The Long Range Transportation Plan (LRTP) is crucial for future activities and will be completed by December 2026. This year’s work encompasses: • Evaluate progress on goals and objectives from local planning documents. • Secure consultant services for the LRTP and conduct public outreach, needs assessment, and project scoring. • Oversee the development and preparation of the Long-Range Transportation Plan (LRTP) for the Gallatin Valley MPO to address long and short-term transportation needs. • Develop data dashboards for performance measures and produce a fiscally constrained project list with recommendations for regional transportation improvements. 14 To develop the first LRTP, staff may propose a augmenting the budget to include cell tower analysis for understanding regional transportation patterns. Additionally, staff may explore collaborating with MDT to model network scenarios, which could require additional funding. 301 – Metropolitan Planning Area Transportation Plans (~0.0%) This area involves developing and updating MPA transportation plans to address long- and short- term needs, implement new policies, execute local safety plans, and provide annual reports to MDT via the Transportation Safety Advisory Committee. Staff expects to complete the Long-Range Transportation Plan (LRTP) before shifting attention to subplans. There are no planned activities in this area in FFY 2025. This section may be removed. 302 – Transportation Data (~19.7%) The section outlines the goals for collecting and maintaining transportation data to support planning and programs. It details the proposed activities for gathering traffic and socio-economic data and increasing GIS usage: • Data Maintenance and Collection: Maintain socio-economic, land use and traffic data to meet FHWA requirements and support the transportation planning process. • Performance Measure Data: Collect and analyze data related to transportation system performance based on LRTP guidelines. • GIS Implementation: Increase GIS usage to monitor and share transportation-related data, potentially through a data dashboard. 600 – Transportation Improvement Program (~2.7%) This section details creating a five-year Transportation Improvement Program (TIP), outlining the selection, phasing, and review of projects to ensure alignment with federal and state standards. The first TIP is planned alongside the LRTP for completion in FFY 2026. 700 – Air Quality and Environmental Planning (~1.6%) This area focuses on compliance with national air quality standards and other environmental considerations, including noise and aesthetics. While staff currently anticipates limited engagement in this area, the level of involvement may vary depending on circumstances. 900 – Other Activities (Reserved) This function is designed to carry funds from one fiscal year to the next. Funding and Staffing The MPO has the following PL fund allocation: FFY 2025 (Estimate) = $434,296 FFY 2024 PL Adjustment = $ 8,349 Unobligated Funds = $417,431 TOTAL AVAILABLE = $860,076 15 While the exact allocation of these funds is still under consideration during UPWP development, the MPO generally plans not to fully deplete its reserves and start with the utilization of FFY 2024 funds. Anticipated expenditures include: • Salaries for 2 staff members: MPO Manager and Planner • Development of the Long Range Transportation Plan • Acquisition of traffic count hardware • Training and memberships The MPO can strategically reserve PL funding across fiscal years to fund major initiatives. Staff has considered potentially alternating higher and lower spending to align funding with priorities. Strategic Approach: "Larger Study" and "Smaller Study" Years The MPO is considering a strategic approach by alternating between "larger study" and "smaller study" years in our UPWP development cycle. This method will allow for management of our budget and resources to accommodate both large-scale and smaller, focused studies: • "Larger Study" Years: During these years, the MPO could undertake large such as the Long Range Transportation Plan (LRTP), regional bicycle-pedestrian plans, and safety studies. • "Smaller Study" Years: In-between years, can focus on smaller, more targeted studies, such as corridor studies and area-specific analyses. These can be funded from the carried PL funds. By following this strategy, we ensure a balanced workload and optimize our financial resources, allowing us to tackle significant projects while remaining responsive to ongoing and emerging needs. Questions for TAC Consideration The development of the UPWP is a collaborative process. It serves as the MPO’s operational framework and strategic roadmap. The flve-year surface transportation bill signed by President Obama on December 4, 2015. The new law replaces the previous act known as Moving Ahead for Progress in the 21st Century, or MAP-21. GIS IIJA Geographic Information System Infrastructure Investment and Jobs Act (IIJA) was Passed by Congress on November 15, 2021, authorizing funding for Federal transportation programs for the flve-year period from 2022-2026. LRTP The Long-Range Transportation Plan is the 20-year planning document for the Gallatin Valley Metropolitan Planning Area. The MPO updates the LRTP every flve years through an extensive consultation process to address multimodal transportation needs and investments. MDT MPO Montana Department of Transportation Metropolitan Planning Organization is the agency designated by Federal law to administer the federally required transportation planning process in a metropolitan area. An MPO must be in place in every urbanized area with a population of 50,000 or greater. The MPO is responsible for the LRTP and the Transportation Improvement Program (TIP). The MPO is the coordinating agency for grants, billings, and policy- making for transportation. NTD PL National Transit Database PL funds are those available for MPOs to carry out the metropolitan transportation planning process required by 23 USC §134, including the development of metropolitan area transportation plans and transportation improvement programs. Apportionments of PL funds are addressed in 23 USC §104(f). TAM TDP TIP Transit Asset Management Transit Development Plan Transportation Improvement Program. Updated regularly, the TIP lists priority projects and project segments scheduled for implementation over a flve-year period. The TIP describes the cost and funding source for each project. TPCC Transportation Policy Coordinating Committee. The policy body for the MPO, TPCC, is responsible for prioritizing Federal aid projects in the Gallatin Valley Metropolitan Planning Area. Composed of local elected officials and appointed regional and state officials, the TPCC approves the LRTP, TIP and UPWP. TTAC Transportation Technical Advisory Committee. Provides technical expertise to TPCC by reviewing and recommending revisions to the planning process, data collection, and forecasts, and federally mandated documents such as the LRTP. Urban Transportation District. 23 Page | 3 The Work Program and Its Purpose The Unifled Planning Work Program (UPWP) describes transportation planning activities that will occur in the metropolitan area during the Federal Fiscal Year (FFY) that runs from October 1 through September 30. The Gallatin Valley Metropolitan Planning Organization (MPO) develops the UPWP annually for review and approval by local, state, and federal transportation officials. The Gallatin Valley Transportation Technical Advisory Committee (TTAC) and Transportation Policy Coordinating Committee (TPCC) approve the flnal UPWP locally and then forward it to the Montana Department of Transportation (MDT), the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) for flnal approval. The UPWP contains work elements such as administration, public involvement and long and short- range planning. Each element describes objectives, accomplishments for the past flscal year and planned activities for the next year. Each element identifles the agency responsible for proposed activities and resources needed, including staff hours, dollar amounts and funding sources. The Gallatin Valley MPO is newly formed following the results of the 2020 Census which announced the Bozeman Urban Area population to be 59,080 meeting the population threshold of 50,000 requiring the designation and formation of an MPO per 23 U.S.C. §134. Therefore, this UPWP is the flrst for the Gallatin Valley MPO and is intended to describe the transportation planning activities that will occur in the metropolitan area for October 1, 2024 – September 30, 2025. Federal Guidance The Infrastructure Investment and Jobs Act (IIJA) was passed by Congress on November 15, 2021, authorizing funding for Federal transportation programs for federal flscal years 2022-2026. The IIJA effectively replaced the Fixing America’s Surface Transportation (FAST) Act and the prior infrastructure act Moving Ahead for Progress in the 21st Century (MAP-21) Act. The IIJA retains FAST Act’s ten planning factors. The MPO is required, per 23 USC 134(h)(1), to consider these factors when developing transportation plans, programs, and projects: 1. Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency. 2. Increase the safety of the transportation system for motorized and non-motorized users. 3. Increase the security of the transportation system for motorized and non-motorized users. 4. Increase the accessibility and mobility of people and for freight. 5. Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth, housing, and economic development patterns. 6. Enhance the integration and connectivity of the transportation system, across and between modes, people, and freight. 7. Promote efficient system management and operation. 8. Emphasize the preservation of the existing transportation system. 9. Improve resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation. 10. Enhance travel and tourism. 24 Page | 4 Performance Measures Passage by Congress of the Infrastructure Investment and Jobs Act continues MAP-21 and FAST Act’s focus on performance-based planning and project selection. Establishment of a performance- and outcome-based program was a key feature of MAP-21 and FAST Act and continues under the Infrastructure Investment and Jobs Act. The MPO will track performance measures and report to committees, agencies, and the public on progress toward meeting the measures. The national goal areas that the performance measures address include safety, infrastructure condition, congestion reduction, system reliability, freight movement, environmental sustainability, and reduced delays in project delivery. Rather than establish independent performance measure targets for the Gallatin Valley Metropolitan Planning Area, the Transportation Policy Coordinating Committee signed a Performance-Based Planning Agreement supporting state performance targets established by MDT, in coordination with Montana MPOs, on August 21, 2024. The MPO supports the state targets for applicable performance measures under federal regulation 23 CFR §490 and will support the Gallatin Valley Urban Transportation District (UTD) for associated transit performance measures under federal code 49 USC 5326(c) and 49 USC 5329(d). Thus, the MPO will plan and program projects that contribute toward relevant targets for each performance measure. Safety Within this work program, staff hours and planning funds will contribute to continued implementation of the [INSERT LOCAL JURISDICTIONS’ SAFETY PLANS HERE, i.e. the 2013 Bozeman Community Transportation Safety Plan (CTSP) recommendations], as well as continued data collection and analysis. These efforts will work to address actions within the three emphasis areas identifled in the CTSP (Alcohol and Impaired Driving Crashes, Occupant Protection/Seatbelt Use, and Bicycle and Pedestrian Crashes), as well as track progress on current measures to eliminate traffic fatalities and severe injuries. Pavement and Bridge Condition Efforts included in this work program, such as the Long-Range Transportation Plan and data collection, will track pavement and bridge condition as well as prioritize improvement of existing facilities. The plans and data will help identify the most critical needs, bringing overall system condition up to meet performance targets set for the state. Freight Ongoing data collection and analysis will support efforts at the state level to improve system performance for freight and the movement of goods and services. 25 Page | 5 Air Quality The Gallatin Valley is an air quality attainment area and is therefore not subject to conformity requirements under the Clean Air Act or the on-road mobile source emissions performance measures under 23 CFR §490 for the criteria pollutants (PM2.5, PM10, CO, VOC, or NOx). Therefore, there are no air quality requirements for the Gallatin Valley MPO per 23 CFR §450. However, the Gallatin Valley MPO will support the statewide CMAQ total emissions reduction performance measures, under 23 CFR §490, in its planning and programming processes as detailed in a separate Performance-Based Planning Agreement. Additionally, the GVMPO will support criteria pollutant reduction efforts to prevent the Gallatin Valley from exceedances and non-attainment designation. [INSERT GVMPO VIEWS/PLANS/EXPECTATIONS FOR AIR QUALITY REGARDLESS OF STATUS AS DESIRED] Safe and Accessible Transportation Options (SATO) The IIJA includes federal requirements to dedicate at least 2.5 percent of the annual PL allocation to safe and accessible transportation options and complete streets planning activities. Section 11206 of the IIJA deflnes complete streets activities as “standards or policies that ensure the safe and adequate accommodation of all users of the transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals, individuals with disabilities, motorists, and freight vehicles.” The IIJA does allow for fiexibility for states or MPOs to opt out of SATO requirements if they can demonstrate adopted Complete Streets standards and policies and has developed an up-to-date Complete Streets prioritization plan. Currently, the Gallatin Valley MPO does not have an officially adopted Complete Streets policy, and the Long-Range Transportation Plan will include prioritized SATO projects. Opting out of SATO requirements must be submitted and approved by the U.S. Secretary of Transportation no later than 30 days before funds are apportioned. To meet the SATO requirements of IIJA, this UPWP details eligible activities under each work element, along with estimated cost for each of those activities within the existing work plan. These dedicated funds and activities are summarized in Table [#]. Based on the PL allocation for FY2024 and FY2025, a minimum of [AMOUNT] must be dedicated to SATO activities. E. Public Involvement Development of the UPWP included discussion at the July 2024 TTAC and TPCC meetings and included opportunities for public review and comment on the draft up to and including the date of adoption by the TPCC. The MPO has updated the document based on comments received from MDT and the public on the UPWP. 27 Page | 7 SECTION 2 – WORK PROGRAM Program Support and Administration 100 Program Administration Objectives Administer the transportation planning process as staff to the Gallatin Valley Metropolitan Planning Organization (MPO), as well as support the transportation planning activities of local, state and federal agencies. Inform local governments and the public regarding transportation planning activities. Keep transportation staff skills current and maintain staff exposure to current best practices and technologies related to transportation planning, safety, transportation demand management and other related activities. Staff will meet with MDT for MPO related training, as well as attend the 2024 Montana Association of Planners Conference. Staff will monitor and discuss attending MPO speciflc training, such as the AMPO Annual Conference. Maintain contact with, provide input to and receive feedback from various local, regional, state, and federal agencies, committees, and groups. Accomplishments in FFY 2024 The Gallatin Valley MPO was designated by the governor on December 21, 2023. The local jurisdictions (City of Bozeman, City of Belgrade, and Gallatin County) worked to establish and form the MPO through 2023 and early 2024. Due to the above timeline, and this being the flrst UPWP for the Gallatin Valley MPO, to date there are no accomplishments to report which utilized federal transportation planning funding. Proposed Activities in FFY 2025 • Carry out federally required transportation planning activities in all portions of the Metropolitan Planning Area. • Perform all administrative functions of the transportation planning work program. Program management activities may include, but will not be limited to, correspondence, public relations, employee guidance, program organization, consultant liaison, staff meeting attendance, employee supervision, development, and maintenance of the Gallatin Valley MPO web pages and Facebook page regarding transportation planning activities, Title VI and non-discrimination conformance, and preparation of contracts and various office tasks. Activities will also include the preparation of quarterly progress and expenditure reports and transmission of reports to MDT to maintain federal and state funding support. • Conduct a self-certiflcation to assure compliance with federal regulations outlined in 23 CFR §420, §450.306, and §450.336. The self-certiflcation includes a review of the basic items required by law, including the Governor’s Designation (§450.310), Agreements (§450.314) and Public Involvement Policies (§450.316). This review will conflrm that the basic documents are current and on flle and that the MPO, TTAC and TPCC are fulfllling the roles and responsibilities as required. • MPO staff will: o Participate in recognized and approved training programs and webinars to improve staff skills and capabilities. o Maintain planning expertise through enrollment in transportation planning courses. The intent of the process is to identify projects in the current LRTP that are suitable additions to the TIP for the upcoming flve- year implementation period. Project Phasing: For each project, the sponsoring agency or department establishes phases according to the project’s priority, the amount of available funds and the estimated completion time. Project Information: Each project in the TIP includes the following information: 1. Sufficient information to identify the project (type of work, length, termini, etc.). 2. Proposed Activities in FFY 2025 Functions necessary in support of transit related project inclusion in the Transportation Improvement Program will be performed under this work element.
