Dear City of Bozeman Commissioners, Regarding The Guthrie, I write to ask that the Commission review the project again, just as they did for the Black Olive apartments in 2017. Please take all the time necessary to reviseand clarify the "deep incentives" in the Affordable Housing Ordinance. From what I understand, the AHO “deep incentives” were not reviewed and have never been used. The Bozeman Community Development Board voted against this ordinance, citing alack of thoughtful discussion and dearth of public input, but Commissioners passed it. I understand developers take a financial risk to build on Bozeman's expensive land, butaffordability and livability are just as critical to decisions for large new construction. • I wonder about the definition / calculation of "affordable" as based on 80% of Area Median Income, which for the city of Bozeman is placed at 70k. Is the Guthrie offering true“affordable housing”? •Homebase is calling units of 400 square feet with a “operable partition” for the bedroom, rather than a door, a“one bedroom” rather a studio--is this because studios do not qualify forthe deep incentives?
