Action Item E.1: Redevelopment Impacts onExisting Northside Neighborhoods Vote I am writing to ask the INC to vote YES to send a letter to the City Commission recommending that the Commission: 1. Deny development application No. 23354 (The Guthrie);2. Adopt a resolution requiring the establishment of managed residential parking districts for established neighborhoods that are in proximity to and can reasonablyexpect to be impacted by any zoning, overlay district, or development proposal utilizing relaxed parking minimums; and3. Immediately rescind section 38.380. (Affordable Housing Ordinance) of the Bozeman Municipal Code and schedule a work session to add clarity, address externalities,and establish a means for corrective action in the event of unintended consequences. My reasons for asking the INC to vote YES on this three-part motion are as follows: First, the INC already knows the technical reasons for denying The Guthrie (ApplicationNo.23354), i.e., The Guthrie provides no community benefit because, e.g., (1) the design isinconsistent with the historical character of the neighborhood, leading to degradation ofBozeman's historical sense of place; (2) creation of public health and safety hazardsbecause of parking and traffic increases in proximity to Whittier Elementary School; (3)rental studio units being misrepresented as 1-bedroom units so that higher monthly rentscan be charged; (4) monthly rents of "affordable units" based on 80% AMI (arguably, nolonger "affordable" in Bozeman) instead of 60% AMI or less; and (5) insufficient onsiteparking (111 total units w/ onsite parking for 37 vehicles), which arguably will put 150 ormore vehicles on the surrounding neighborhood streets, thus allowing a private company totake over or "swamp" a public resource. Second, the INC already knows that UDC section 38.380. (Affordable Housing Ordinance)is the root cause that allows developments like The Guthrie to be proposed in the firstplace. Although The Guthrie is being proposed in the Midtown area of Bozeman, Guthrie-like developments could be proposed, built, and become the norm throughout all INCneighborhoods—unless UDC section 38.380. (Affordable Housing Ordinance) is rescindedand rewritten to protect against such consequences. Third, the INC already knows that relaxed parking minimums are the root cause of ongoingparking chaos in many, if not all, INC neighborhoods that do not have managed residentialparking districts. All that said, there is no time like the present for the INC to move beyond its traditional role as a transferer of information and take on the role as an advocate for all INCneighborhoods. A United Inter-Neighborhood Council (U-INC) would be a powerful voice foradvocating for neighborhood friendly and environmentally responsible development in allINC neighborhoods. Consequently, I ask the INC to unite now and vote YES to pass thethree-part motion under consideration today. Thank you.
