Lillejord - Harper's Corner Annexation Fou- I*i ^� June 14, 2024 Bozeman City Commission 121 North Rouse Ave PO Box 1230 Bozeman, MT 59771-1230 Subject: Harper's Corner Annexation & Zone Map Amendment Application 23127 Dear Bozeman City Commissioners: I am the owner of the property located at 2270 Watts Lane Bozeman, Montana (Property Geocode No. 06-0904-27-3-03-01-0000). My property is located within 150 ft. of and immediately across Hidden Valley Road from a property proposed for annexation into the City of Bozeman and proposed for zoning as R-3 & R-4. The property proposed for development is covered under appl.r Ion 231 27 and known unrder the Project flame as Harper'c Corner Annexation and Zone Map Amendment. I oppose the annexation and rezoning of this property as R-3 & R-4. Inconsistent with City and County Visions and Goals for Development As previously stated in my letters, I have multiple concerns. The proposed R-3 & R-4 is not compatible for the surrounding Agriculture Low Density Rural properties. The Safety & Public Health is inadequate for current county roads. This would create High Density without connecting the City's existing Collector Roads. This is not a "High Visibility Street". R-3 & R-4 in this area is also not preserving Open Space, Agricultural Lands, Water Resources and Wildlife Habitation which is part of the Community Development charter. In fact, it's inconsistent with existing Rural Residential and Agricultural character of surrounding properties. It absolutely destroys property that should be preserved in the long-range planning for the City and County as a Green Belt with low density rde\/elnpment\n/hirh abuts near the year-round stream and wildlife habitat. The R-3 & R-4 zoning is not consistent with earlier discussions with the developer and City Commission representatives. I request the Commission deny R-3 & R-4 zoning for this development property. The applicant has not been willing to put any restrictions on zoning in writing as far as potential R-2 to R-4 stepped development (which restrictions would go with the land) if they propose to sell the property. The property should be zoned R-2 or even R-1 near Hidden Valley Road and/or near the live water resources and the Green Belt. The R-2 and R-1 provides for lower height and less density in critical areas that blend to the surrounding community and green belt resourrec. While the property further to the east can be higher density as it abuts high-density development closer to Davis Road. The applicant has talked about doing development in "Good Spirit and Intent" but neighbors like me understand that those words carry no weight in contract sales and developer actions in the future.
