HomeMy WebLinkAbout23354 Public Notice Second Round NOTICE OF A SITE PLAN/COMMERCIAL CERTIFICATE OF APPROPRIATENESS WITH DEMOLITION APPLICATION The public notice has been reopened to ensure adequate opportunity for public to comment because the City Commission has voted to reclaim this application and the applicant has submitted additional information at the request of the Planning Department since the close of the initial public comment period. This application is evaluated against the site plan criteria of section 38.230.100 and the certificate of appropriateness criteria of section 38.230.080 of the Bozeman municipal code (BMC) and associated standards. Per 38.230.100.B, BMC, approval is granted if all criteria are met. Approval or conditional approval may be granted if the decision maker determines all criteria are met. The public may comment in writing regarding compliance of this application with the required criteria. Comments should identify the specific criteria of concern along with facts in support of the comment. Per 38.250.030.B, BMC, issues not raised during public comment period may not be raised on appeal. Select Project Name: 5th and Villard (The Guthrie) Application: 23354 Summary: Application to demolish an existing structure and build a five-story apartment building. The building is 64,511 square feet and consists of 111 residential units; 102 are one-bedroom units and nine are two-bedroom units. The project proposes to use deep incentives to create affordable housing as outlined in 38.380.030 of municipal code. The five-story building is proposed at a height of 61’-1.5”. The total number of affordable units is 56 units and include 51 one-bedroom units and five two-bedroom units. 37 parking spaces are provided which include 28 spaces on site in the parking lot and nine parallel spaces on the street. The property is not located within a historic district but is within the Neighborhood Conservation Overlay District. It is zoned R-5, residential mixed-use high-density district. The existing building is categorized as a historic structure as it is a contributing structure to a potential historic district. New information provided by the applicant includes: 1. Replaced nine one-bedroom units with nine two-bedroom units; 2. Added more amenity space to achieve open space requirements from adding two-bedroom units; 3. Updated affordable housing unit locations to include five two-bedroom units; 4. Reduced bicycle parking spaces from 97 spaces to 24 spaces; 5. Added mechanical screening to blend in with the building; 6. Moved all trash and recycling to the interior; 7. Updated the narrative to reflect changes; 8. Included an addendum to the Historic Property Record form; 9. Added traffic calming measures to include a traffic circle at 5th and Villard; 10. Provided an additional renovation vs. new build comparison.
