RECOMMENDATION:Motion to authorize the TPCC Chair to sign the GVMPO Metropolitan
Planning Area approval request.
STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other
public agencies and build on these successes.
BACKGROUND:The next step in advancing the work of the MPO is setting the Metropolitan
Planning Area (MPA) boundary for the Gallatin Valley Metropolitan Planning
Organization (GVMPO). The primary function of the MPA will be to define
the area within which GVMPO planning activities can take place.
Process for developing and adopting the MPA boundary is as follows:
GVMPO staff draft a proposed MPA boundary using feedback from all
planning partners
Draft boundary is then reviewed by the Transportation Technical
Advisory Committee (TTAC) for amendment and recommendation of
approval by the Transportation Policy Coordinating Committee (TPCC)
TPCC reviews and authorizes the submission of an approval request to
the Montana Department of Transportation (MDT)
MDT approves the MPA request
GVMPO staff held a work session with County, Bozeman, Belgrade, MDT,
and Streamline staff to determine needs and interests from all parties
involved in the planning process. Key factors considered in setting of the
boundary include transit coverage, MDT on-system routes, and planned land
uses for Bozeman, Belgrade, and the County. Natural boundaries,
conservation easements, and major river crossings also factored into
boundary setting. A draft boundary was then developed and refined among
staff and participants.
The resulting draft boundary was presented to the GVMPO TTAC for review
and recommendation of approval to the TPCC.

During review and discussion, TTAC proposed three revisions to the draft:
Inclusion of the Thorpe Road in Belgrade
Inclusion of Bozeman Trail in Gallatin County east of Bozeman
Inclusion of three main Gallatin River bridge crossings at Amsterdam
Road, Cameron Road, and Norris Road
TTAC then approved a motion to recommend approval of the draft MPA with
those revisions to the TPCC.
GVMPO staff concurred with the recommended revisions and revised the
MPA attached to this agenda item for review and approval by the TPCC.
Attached for review are said GVMPO MPA map and draft MPA Request
Letter.

Planning Area (MPA) Approval Request
The purpose of this letter is to request the Montana Department of Transportation’s approval of
the MPO’s MPA boundary. 23 U.S.C. §134(e) requires the MPO, in agreement with the
Governor, designate the boundaries of the affected Metropolitan Planning Area. On December
21, 2023, the Governor designated the Gallatin Valley MPO and delegated approval authority of
the MPA boundary to MDT.
The Gallatin Valley MPO Transportation Policy Coordinating Committee (TPCC) approved the
attached MPA boundary on [DATE]. This letter, signed by the MPO’s TPCC, serves as the
MPO’s request to establish the Gallatin Valley MPO Metropolitan Planning Area.

Dear Selection Committee,
On behalf of the Gallatin Valley Metropolitan Planning Organization (GVMPO), please consider this letter
of support for Gallatin County’s Active Transportation Infrastructure Investment Program (ATIIP)
Planning and Design grant application for a paved shared use path along Huffine Lane.
GVMPO is a newly designated MPO, the first in Montana in nearly 40 years, and operates in a hosted
model under the city of Bozeman’s Department of Transportation and Engineering with membership
that includes Gallatin County. GVMPO strongly supports advancement of safe and accessible streets for
all road users including those most vulnerable. Gallatin County seeks to contribute towards this goal
through completion of shared use path design for this critical multimodal link within the Gallatin Valley.
Huffine Lane Shared Use Path is a major component of an overall active transportation network that
has been included in transportation planning documents since at least the 2007 Greater Bozeman Area
Transportation Plan. Bozeman and Gallatin County have made significant investments in completion of
portions of this path to the easternand western limits. The county’s current application represents one
of the few remaining gaps in a regional transportation pathway system that connects Bozeman,
Belgrade and Four Corners.
GVMPO strongly supports this application.

BACKGROUND:The following are a list of work items and accomplishments from GVMPO
staff over the last month.
With assistance from the TPCC Staffing Committee, city of Bozeman
has hired Jeff Butts, MURP, AICP to be the inaugural GVMPO Manager!
Jeff, a Montana native, has previous experience working for the
Billings MPO and most recently for Boulder (CO) County. Jeff displayed
an enthusiasm for the job during his interview and demonstrated
strong knowledge of both MPO procedure and transportation
planning. His first day on the job is scheduled for June 12th. He and
future MPO staff will be located in the city of Bozeman annex office at
7 East Beall. Resume attached.
Major work item for the month was completion of the GVMPO MPA
boundary map. Staff thanks Jason Karp, Sean O'Callaghan, Chris
Saunders, Sunshine Ross, Brandon Swanzer, Mitch Buthod, Beth
Clarkson, and Carol Strizich for their exceptional collaboration and
assistance.
Staff reviewed County request for MPO letter of support for an
upcoming Federal ATIIP application.
MDT completed a draft PL funding agreement with the city of
Bozeman. Said agreement is now under review but the city. Staff
anticipates the final agreement to be considered for authorization
during the June TPCC meeting.
Staff revised the upcoming 2-yr GVMPO budget to include rollover
FY24 PL funding. Draft budget attached for awareness. An MPO budget
will also be developed at the time of Work Plan completion that
considers and justifies all costs associated with UPWP activities.

stakeholders, cultivated consensus, managed budget and consultant teams effectively.
• Coordinated multiple corridor studies for large, extensive, and multijurisdictional transportation plans
including CO 52 Planning and Environmental Linkages Study, CO 7 Development Plan and others.
• Contributed to Capital Improvement Plan (CIP) development to ensure transportation project pipeline.
• Utilized advanced transportation planning principles, modeling, analysis and consensus development
techniques to develop and determine alternatives.
• Advanced Spanish language access by creating 100% simultaneously bilingual virtual public
engagement events that include interactive exercises.

• Designed a network for a remote-access 15 kW data center that provided security and transaction
verification through specialized cryptographic computer systems.
• Conducted a three-month market research related to expanding business opportunities in El Salvador.

Oversaw pedestrian and bicycle programs within City-County Planning, supervised a team for three years.

• Established AmeriCorps VISTA Planning Volunteer position by securing a $30,000+ grant and becoming
site supervisor; directed implementation of institutionalized bicycle transportation education program
between MPO and school district in nine area elementary schools, reaching more than 500 youth.
• Collaborated with Building, Engineering, Parking and Planning Divisions, Parks Department, Downtown
Business Improvement District, local non-profit and local businesses to develop bicycle parking policy
guidelines and a six-site public bicycle parking project that aligned with PROWAG requirements;
utilized variance, zoning changes and partnerships to implement three off-street installations.
• Reviewed and provided comments to approximately 12 major subdivisions for regulatory compliance
related to transportation codes and planning documents to increase connectivity and maximize
opportunities related to local transportation options.
• Acquired innovative green pavement marking materials and collaborated with Public Works to install
at high volume location to highlight in potential conflict zones as part of Complete Streets program.
• Integrated an on-street bicycle and pedestrian county program which included manual and automated
counts to provide accurate numbers used in the planning process within upcoming projects; created
bicycle/pedestrian count model from scratch using Bicycle-Pedestrian Documentation Project guide.
• Helped develop the city’s Capital Improvement Plan for multimodal transportation and played key role
