For more information please contact Sarah Rosenberg, srosenberg@bozeman.net This meeting will be held exclusively in-person at the Bozeman Public Safety Center. This is the time to comment on any matter falling within the scope of the Historic Preservation Advisory Board. There will also be time in conjunction with each agenda item for public comment relating to that item but you may only speak once per topic. Please note, the Board cannot take action on any item which does not appear on the agenda. All persons addressing the Board shall speak in a civil and courteous manner and members of the audience shall be respectful of others. Please state your name and place of residence in an audible tone of voice for the record and limit your comments to three minutes. This board generally meets the 3rd Wednesday of the month from 6:00 to 8:00pm City Board meetings are open to all members of the public. If you have a disability that requires assistance, please contact our Acting ADA Coordinator, Max Ziegler, at 406.582.2439 (TDD 406.582.2301). 1 2 Memorandum REPORT TO:Bozeman Historic Preservation Advisory Board FROM:Sarah Rosenberg, Associate Planner/Historic Preservation Officer Erin George, Deputy Director of Community Development Anna Bentley, Director of Community Development SUBJECT:Historic Preservation Advisory Board Training with the National Alliance for Preservation Commission MEETING DATE:May 11, 2024 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:NA STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver information to the community and our partners. BACKGROUND:The City of Bozeman Historic Preservation Advisory Board will be participating in a training offered by the National Alliance of Preservation Commission (NAPC). The Commission Assistance and Mentoring Program (CAMP) is led by qualified preservation professionals in support of NAPC's mission to build strong local preservation programs and leaders through education, training, and advocacy. The goals of CAMP is to provide high quality, engaging and informative training to preservation related boards and commissions of all types through presentations, hands-on exercises, group discussions, networking and mentoring. This training will run from 9am-5pm in the Chuck Winn Room at the Bozeman Public Safety Center located at 901 Rouse Avenue. Six topics will be discussed: 1. Why Preserve - An introduction to historic preservation; 2. Identifying and Designating Historic Resources - Discuss designation at both National and local level; 3. Preservation Planning - Tools to establish meaningful goals on preservation programs; 4. Resources of the Recent Past - How to understand and manage historic resources from the 1950s-1980s; 5. Conservation Overlay Districts - Discuss regulatory components of conservation overlay districts; 6. Diversity, Equity, and Inclusion in Historic Preservation - Address how preservation efforts can prioritize inclusion to tell a comprehensive story and remain relevant, 3 The schedule is attached with the time that each topic will be discussed. Only the Historic Preservation Advisory Board, other City Advisory Board Members and City Staff are able to join the training as participants. The public is welcome to join only as observers. There will be no virtual participation and the meeting will not be recorded. education,training and advocacy.” 5 CAMP Trainer Bios Wade Broadhead is a Sr.Planner and Staff to the Historic Preservation Commission in Pueblo,CO (pop 101,000).Previously he served as the Planning Director of Florence,CO (pop 3,400)from 2014-2021 and created their first preservation ordinance and helped them obtain CLG status.Wade has a love for Mid Century History and Engagement,Hispanic/Chicano/Heritage,preservation in low-income settings,public outreach,survey and solving preservation problems with creative planning.In Pueblo,Wade spearheaded the Pueblo Modern Project,a citywide inclusive historic context which also focused on the Chicano civil right movement and all aspect of mid-century development.Pueblo Modern was part of a city-wide historic context project that won the Colorado Governor ’s award in 2013 and sparked creative celebrations in the local arts community.Recently,Wade has been utilizing EPA Brownfields funding with historic preservation.Wade also designs and plays historic board games,and has published one to date,Forged in Steel.He has a passion for making older cities more livable with preservation in all aspects of city planning from historic districts to variances.Email: wadebroadhead@yahoo.com Adrian Scott Fine serves as the Senior Director of Advocacy for the Los Angeles Conservancy,Adrian Scott Fine oversees the organization’s outreach,advocacy and response on key preservation issues within the greater Los Angeles area.This includes setting priorities,protecting historic places,developing initiatives,working with local governments and community stakeholders,and preparing responses to Environmental Impact Reports (EIRs).The Los Angeles Conservancy is the largest local nonprofit historic preservation organization in the country.Previously he was with the National Trust for Historic Preservation as the Director of the Center for State and Local Policy,based in Washington,DC.From 2000 to 2009,Mr.Fine was the Director of the Northeast Field Office of the National Trust for Historic Preservation,coordinating the programs and advocacy efforts in Philadelphia,serving the states of Delaware,New Jersey and Pennsylvania.Adrian Scott Fine currently serves as the President of the board of trustees for the California Preservation Foundation,is a founding member of Docomomo US/Southern California,and teaches at the University of Southern California Heritage Conservation Summer Program,the National Alliance of Preservation Commissions,and as part of the Getty Conservation Institute’s (GCI)Conserving Modern Architecture Initiative.Email:afine@laconservancy.org Barbara A.M.Howard is the Managing Partner and Director of Heritage Preservation for Stonebridge Learning,a continuing education resource for the heritage industry.She develops mobile applications,digital publications,and online courses,empowering people to recognize the significance of historic resources,to preserve them for future generations,and to integrate them into everyday life through redevelopment,lifelong learning,and community conversations.Prior to starting Stonebridge Learning in
