Lillejord - Harper's Corner Annexand and Zone Map Amendment, App 23127 • May 01, 2024 To: Bozeman City Commission 121 North Rouse Ave PO Box 1230 Bozeman, MT 59771-1230 From: Dale Lillejord 2270 Watts Lane Bozeman, MT 59718 Subject: Application 23127 Project: Harper's Corner Annexation & Zone Map Amendment Dear Bozeman City Commissioners: I am the owner of the property located at 2270 Watts Lane, Bozeman, Montana (Property No. 06-0904-27-3-03-01-0000). My property is located within 150 ft of and immediately across Hidden Valley Road from a property proposed for annexation into the City of Bozeman and proposed for zoning as R-4. The property proposed for development is covered under Application 23127 and known under the Project Name as Harper's Corner Annexation and Zone Map Amendment. I oppose the annexation and rezoning of this property as R-4. Inconsistent with City and County Visions and Goals for Development. As previously stated in my letters, I have multiple concerns. The proposed R-4 Development is not compatible for the surrounding Agriculture Low Density Rural properties. The Safety & Public Health is inadequate for current county roads. This would create High Density without connecting the City's existing Collector Roads. This is not a "High Visibility Street." R-4 in this area is not preserving Open Space, Agricultural Lands, Water Resources and Wildlife Habitation. In fact, it's inconsistent with existing Rural Residential and Agricultural Charter of surrounding properties. I'm requesting the Cities plan to be gradually implemented and consistent with the Community Plan. The zoning of R-4 would totally be spot-zoning. I request the Commission consider denying the R-4 zoning. The applicant has not been willing to put any restrictions on zoning in writing as far as R-2 to R-4 which goes with the land if they sell. I'm talking Height and Density next to Hidden Valley. The applicant has talked about doing development in Good Spirit and Intent only, which wouldn't be good.
