Do not click links or open attachments unless you recognize the sender and know the content is safe. This is a public comment for the city commission concerning 811 W Mendenhall Apartments. I would provide a project number, but I do not know it, because I have been illegally kept offof the list of adjoining property owners. My rights are being violated because of my opposition to this project and laws have been violated by the city of bozeman and thedeveloper failing to notify me by mail, as is my legal right to be informed and have a fair chance to prepare and participate in the democratic process. The Bozeman PlanningDepartment is denying my right to be notified as an adjacent property owner. My name is Scott Bieluch. I am an adjacent property owner who is being purposefully discriminated against by the City of Bozeman Planning Department, who has FOR THESECOND TIME purposefully excluded me from the adjoining property owner's list on this development. THIS IS A DELIBERATE ATTEMPT BY THE CITY OF BOZEMAN ANDTHE DEVELOPER TO DENY MY PROPERTY RIGHTS AND KEEP ME FROM PARTICIPATING IN THE PUBLIC PROCESS. I've just learned of the project requesting variances or having some kind of meeting, but I don'tknow what or when because I am being unfairly excluded from participating in the process, based only on the fact that I have a disability. I just now read that there was no traffic study done for the impact this development will haveon W. Lamme St. That is unacceptable! I request a traffic study for W. Lamme St. The report says this building will add 446 vehicle visits every 24 hours. Yet there are maybe 70parking spaces? How does that math work? It works by creating parking issues for the existing neighbors. There is already a lack of parking in the neighborhood. Many homes donot have driveways. The neighborhood is bound by N7th Ave, which offers no parking and the high school permit zone. I would like to request W. Lamme be made into a parking permitzone, or once this building is built I will NEVER have a fair opportunity to park in front of my home with an additional 446 vehicles that have been given 68 parking spaces. The person who did the parking study was asked only informally about the impact ofadditional cars on W. Lamme street. His answer was untruthful conjecture - maybe 2 to 4 additional vehicles an hour - ONCE AGAIN THE MATH DOESN'T ADD UP! SO by thislogic ONLY 48 to 96 more vehicles out of 446 are going to turn right out of the alley. You expect me to believe that roughly 90% of the 446 vehicles exiting this building daily are goingto turn left out of the alley and right onto the ONE WAY Mendenhall? YOU DO REALIZE MENDENHALL IS A ONE WAY STREET???? My unofficial traffic study says that roughlyhalf the 446 vehicles will turn right out of the alley onto W Lamme, because they are going downtown. How the heck can anyone guess that only one tenth of the vehicles will exit to W.Lamme with no traffic study? It makes zero sense, the people who live here will head downtown on W. Lamme. This development requires a traffic study for W. Lamme street. And do not change any vision triangles!!! Vehicles are constantly flying through the yellowor red light at N7th and W,. Mendenhall!!! I have lived a block away for the last 24 years and have already almost been hit by speeders multiple times while trying to walk my dog acrossthe street. I use that intersection and the alley multiple times a day and I object to any changes to the vision triangle as they directly affect my safety. Please, show some concern for thesafety of the neighborhood children and pets and do not allow any changes or deviations to the vision triangles, I beg you, - LIVES DEPEND ON THAT VISION TRIANGLE, DO NOTCHANGE IT OR IT WILL BE UNSAFE FOR PEDESTRIANS - I know, I have used the intersection and alley multiple times a day for the last 24 years. I have not had time to read the project's documents yet. I will tell you right now I am againstany height variances. This developer is only offering 5% affordable housing and is therefore contributing to the housing crisis and not helping it, they do not deserve one inch of my publicland or any variance or exceptions from the rules.
