EXECUTIVE SUMMARY The 811 West Mendenhall Apartments project is currently proposed on a 31,377 S.F. lot located on Mendenhall Street just north of Main Street and east of 11th Avenue near Bozeman High School in Bozeman, Montana. The project will redevelop the property into 93 apartment units and a small office with off-street parking. At full build-out, the project would produce up to 446 new daily vehicle trips at this location. The overall traffic volumes along Mendenhall Street have not changed significantly in the last ten years and this section of the roadway is currently operating well within functional capacity. As proposed, the 811 West Mendenhall Apartments would not create any roadway capacity issues in this area. The total traffic volume increases on the surrounding roadways will be approximately 10% of the existing volumes. No roadway or lane improvements are recommended with this project at this time. Parking on Mendenhall Street in front of the property is currently posted as 2 Hour/No Parking 2am-7am. The developers should work with the City of Bozeman to develop more appropriate parking regulations for the new land uses on this section of Mendenhall Street. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from the planned development of a residential apartment building on Mendenhall Street in Bozeman, Montana. The document provides information regarding possible traffic impacts in the area and identifies mitigation efforts that the project may require. C. EXISTING CONDITIONS The proposed development property is located on an existing 31,377 S.F. commercial parcel located north of Mendenhall Street at the northwest corner of Mendenhall Street and Eighth Avenue. The existing land uses include a commercial structure which is not currently in use. The surrounding area is comprised of a mix of commercial and residential properties along the Mendenhall Street corridor. The property has an alley approach onto Mendenhall Street and a private approach from 8th Avenue. See Figure 1 for a location map of the proposed development. Adjacent Roadways Mendenhall Street is a one-way minor arterial collector street for westbound traffic. The intersection of Mendenhall Street and Eighth Avenue is currently controlled only by STOP signs for the northbound/southbound traffic at all major intersection approaches. Mendenhall Street has a paved width of 35 feet and has on-street parking and sidewalks along both sides of the roads. The posted speed limit is 25 MPH. The traffic data from MDT indicates that the roadway carried 2,631 VPD between Eighth Avenue and Ninth Avenue. Eighth Avenue is a two-lane, two-way, local access street that crosses Mendenhall Street and continues south to Main Street. The roadway has a paved width of 35 feet and has on- street parking and sidewalks on both sides of the roads. The speed limit on Eighth Avenue is 25 mph. No traffic data is available for Eighth Avenue but based on the peak-hour traffic count data the roadway currently carries less than 500 VPD. Figure 1- Proposed Development Site Traffic Data The data used for this project was obtained from traffic counts conducted by ATS in August of 2023 at the intersection of Mendenhall Street and 8th Avenue. ATS also collected traffic volume and vehicle speed data for the adjacent section of Mendenhall Street. The raw data collected for this project was adjusted for seasonal variation in accordance with the data 811 W Mendenhall 811 West Mendenhall Apartments Traffic Impact Study Bozeman, Montana Abelin Traffic Services 3 November, 2023 collected from MDT’s 2022 annual count station located on Interstate 90 west of Manhattan (Station W-104). This count station data indicated that the data collected in August of 2023 is approximately 124% of the AADT (Average Annual Daily Traffic) in this area. To provide a more conservative result in the traffic analysis, these counts were not factored down to annual average volumes. The raw traffic data is included in Appendix A of this report. Vehicle speed and volume data was collected along Mendenhall Street during the August traffic count. This information suggested that the average vehicle speed on this section of roadway was 28 MPH, while the 85th percentile speed was 32 MPH for all recorded vehicles. In general, the vehicle travel speeds on this section of Mendenhall Street are above the posted 25 MPH speed limit. The ADT volume collected on this section during the count period was 2,688 VPD which is slightly above the available 2022 AADT volume for Mendenhall Street. Historic Traffic Data ATS obtained historic traffic data for Mendenhall Street from the Montana DOT. This data is presented in Table 1. The traffic data history for the roadways in this area indicates that traffic volumes along this section of road have remained relatively unchanged over the past ten years. This trend matches overall historic traffic volume records for the core of Bozeman. While traffic volumes on many roads within the Bozeman area have seen significant levels of growth over the past 10-20 years, many areas within the downtown core have been relatively stable. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual 7th Edition: A Guide for Multimodal Mobility Analysis and the Highway Capacity Software (HCS) version 8.2. The intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. 811 West Mendenhall Apartments Traffic Impact Study Bozeman, Montana Abelin Traffic Services 4 November, 2023 Table 2 shows the existing 2023 LOS for the AM, Noon, and PM peak hours without additional traffic from the proposed development. The LOS calculations are included in Appendix C. The table shows that the existing intersection of Mendenhall Street and 8th Avenue is currently operating well at LOS A/B during the peak traffic periods. Area Crash Data ATS collected crash data from MDT’s public crash database to assess intersections for geometric and roadway characteristic deficiencies. The 5-year MDT data includes zero crashes at the intersection of Mendenhall Street and Eighth Avenue. Only one crash was recorded adjacent to the site on 8th Avenue. This data indicates that no unusual crash trends exist in this area that may require road improvements at this time. Additional Projects An additional office/residential project is currently proposed directly to the east of the Mendenhall Apartments. The 719 Mixed-Use Building currently proposed on the site of the existing JDS Architects office will have four floors and will be constructed to include 12 residential apartment units and will have 5,000 S.F. of office/retail space. The site will include nine off-street parking garages and will have access onto Mendenhall Street and 8th Avenue. The estimated traffic from this project was included in the future traffic projections for this study. Multi-Modal Facilities This area of Bozeman currently has extensive pedestrian and bicycle facilities with existing sidewalks along most streets and marked crosswalks at major intersections. The Blue and Purple lines of the Bozeman Streamline Bus currently provide service to this area. The Blue line has an existing stop at Mendenhall Street and 7th Avenue and the Purple line has stops on Mendenhall Street at both 7th Avenue and 9th Avenue. 811 West Mendenhall Apartments Traffic Impact Study Bozeman, Montana Abelin Traffic Services 5 November, 2023 D. PROPOSED DEVELOPMENT The development planned for this site includes new construction on the existing 31,377 S.F. parcel of land located north of Mendenhall Street at 8th Avenue. The current plans for the property include the construction of a five-level residential apartment building and a small office. The project would eliminate an existing unused commercial structure on the property. Access to the development site would be provided through an existing shared alley approach onto Mendenhall Street 150 feet west of 8th Avenue. Visibility from the proposed approach location onto Mendenhall Street is unrestricted. The project will include the construction of a five-level structure with 93 residential dwelling units and 1.7 K.S.F. of office space on the first floor. The project will include an underground parking structure with a total capacity of 83 spaces. An additional 13 spaces will be provided on-street adjacent to the property. The 811 West Mendenhall Apartments development plan is shown in Figure 2. The project is expected to be completed in 2024. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed developments using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Eleventh Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning, noon, and evening peak hours. According to the ITE trip generation rates, at full build-out the development would produce 39 AM peak hour trips, 41 PM peak hour trips, and 446 daily trips. No specific vehicle trip generation information is available for the noon peak hour for most of the proposed land uses within the ITE manual. For the purposes of this study, the PM peak traffic volumes were used for an estimation of the peak noon hour traffic. See Table 3 for further detailed trip generation information. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed subdivision was based upon the existing ADT volumes along the adjacent roadways and peak-hour volumes. The development will have one approach into the site from Mendenhall Street, which is a one-way westbound route. All traffic approaching the site must approach from the east using Mendenhall Street and all traffic must leave to the west onto Mendenhall Street. The traffic is expected to distribute onto the surrounding road network as shown in Figure 3. Figure 3 – Peak-Hour Trip Distribution G. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service for the area intersections. The anticipated intersection LOS with the proposed development is shown in Table 4. This analysis includes the projected traffic from the other planned developments in this area. The LOS calculations are included in Appendix C of this report. The table indicates that the construction of the 811 West Mendenhall Apartments will not create any roadway capacity issues in this area. All intersections will function at LOS B or better at full buildout of this project and the adjacent 719 Mendenhall project. These two projects will collectively increase traffic volumes in this area by approximately 572 VPD or a 10 % volume increase. This level of traffic volume increase will not have a major impact on the traffic operations of the adjacent roadways or the planned access locations for these projects. The planned roadway configurations require that all drivers accessing the site turn right from Mendenhall Street 90% 10% Mendenhall Street 811 West Mendenhall 8th Avenue 811 West Mendenhall Apartments Traffic Impact Study Bozeman, Montana Abelin Traffic Services 8 November, 2023 onto the property and all drivers leaving the property must also turn right onto Mendenhall Street. These right-turn traffic movements do not create significant safety concerns for access onto the adjacent roadways. The only traffic-related issue related to the project involves the existing parking restrictions on this section of Mendenhall Street. Currently, parking on Mendenhall Street in front of the property is posted as 2 Hour/No Parking 2am-7am. This parking restriction was appropriate for the former commercial uses on the site but may not be desirable for the proposed residential land uses. The developers should work with the City of Bozeman to develop more appropriate parking regulations for the planned land uses on this section of Mendenhall Street. H. IMPACT SUMMARY & RECOMMENDATIONS As proposed, the traffic impacts from the 811 West Mendenhall Apartments project at adjacent intersections will be minimal.
