Subject: Consent Agenda Item F.4: Please remove from Apr 16 Consent Agenda and placeon Apr 16 Action Item Agenda
I am writing to ask the City Commission (Commission) to remove Consent Item F.4 from
the Apr 16 Consent Item Agenda, place it on the Apr 16 Action Item Agenda for a full-and-fair discussion in front of Bozeman residents, and then vote to deny Consent Item F.4:
Authorize the City Manager to Sign a Professional Services Agreement (PSA) with High
Street Consulting LLC for the Bicycle and Pedestrian Gap Analysis project (Footnote 1).
I support the Bike-Ped Gap Analysis project (Footnote 2); however, I do not support the
City awarding PSAs to private companies that have one or more individuals sitting on the
City's Citizen Advisory Boards. In the case of Consent Item F.4, the City—via Commission
consent—plans to award a PSA to High Street Consulting LLC. As the City's own
documentation shows, the Program Manager and GIS lead for High Street Consulting LLC
is Mr. Mark Egge (Footnote 3), who is a sitting member of the City's Community
Development Citizen Advisory Board (CDB).
The City's awarding a PSA to High Street Consulting LLC may be legal. However, doing so
will not be a good look for the Commission (i.e., it is arguably unethical) and will not be in
the best interest of the Bozeman Community as a whole. Obviously, Mr. Egge and his
company will benefit directly and financially from this PSA. Moreover, Mr. Egge's future
decisions as a CDB member may be directly or indirectly influenced if he and his company
are awarded this PSA. Finally, awarding this PSA or any PSA to a company that employs a
sitting member of a Citizen Advisory Board may incentivize other Bozeman residents to
apply for Citizen Advisory Board vacancies in anticipation of personal or professional
financial gain.
Respectfully, Commissioners, awarding this PSA to High Street Consulting LLC is not the
way for the City and the Commission to regain the trust of its residents.
