Good Morning Mayor, Deputy Mayor, and Commissioners, I've been thinking... what would the Guthrie look like under the new UDC? Plans like the Guthrie don't take a few months to make, they take years. Under the new UDC, If it had been adopted last fall as planned, the old convalescent homewas to be removed from the NCOD. Did Homebase know this? Is Homebase actually the one who pushed for the boundary to be moved all the way to 5th? This would make tear-downmuch easier. The consultants in the Benden Adams report from 2019 suggested removing 7th from the NCOD, but not moving the boundary all the way to 5th, only to 6th. And the area between 5thand 6th from Peach to Mendenhall has been suggested as an actual historic district for years! In the proposed UDC, the Guthrie would be in R-C. 5 stories allowed by right. No need for the affordable housing deep incentives. No zone edge transition measures need be takenacross a street to the existing neighborhood which would now be in R-A, and none required under the new code between R-C and B2-M. So is this ill-conceived project a redesign, in a desperate attempt to still build a building thattook years to design, with the understanding that the rules would be different?
