This is the time to comment on any matter falling within the scope of the Metropolitan Planning
Organization. There will also be time in conjunction with each agenda item for public comment
relating to that item but you may only speak once per topic. Please note, the Committee cannot
take action on any item which does not appear on the agenda. All persons addressing the
Committee shall speak in a civil and courteous manner and members of the audience shall be
respectful of others. Please state your name and place of residence in an audible tone of voice for
the record and limit your comments to three minutes.

Bylaws.
There were three requests for amendments that were made by the committee to the bylaws.
Section 1 - Meeting Time - adding in "for regularly scheduled meetings."
Section 3 - Reporting on Meetings - adding in "Action shall be taken by simple majority of the voting
members representing the quorum for a given meeting".
Section 4 - Function - crossing out advice and replace with " recommendations."

RECOMMENDATION:Assign Chair and Vice Chair Officers of Gallatin Valley MPO TTAC
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver

BACKGROUND:Bylaws of the Gallatin Valley Metropolitan Planning Organization (GVMPO)
Transportation Technical Advisory Committee (TTAC) were approved by the
Transportation Policy Coordinating Committee on March 27, 2024.
Approved TTAC Bylaws authorize the assignment of Chair and Vice Chair
officers for the purpose of presiding over meetings of the Committee.
Officers shall be elected at the first scheduled meeting of the calendar year
by a quorum of the TTAC membership present at a duly called meeting. The
term of office will be one year or until a
successor is elected.

SUBJECT:Metropolitan Planning Area Boundary Designation Primer

RECOMMENDATION:Participate in preliminary discussion of the process of setting the GVMPO
Metropolitan Planning Area Boundary.
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:The GVMPO must designate a Metropolitan Planning Area (MPA) Boundary
to design the region in which GVMPO planning activities can occur. MDT has
provided a presentation to assist the MPO in setting this boundary, which
will be reviewed with the Committee.
GVMPO staff will take feedback from the Committee to incorporate in
drafting the MPA before presenting to the Committee during the May
meeting. Staff will then request the Committee make a recommendation of
approval to the TPCC.

•Local officials and MDT meet
–Discuss future growth in the area outside of the MDT urban
boundary for purposes of transportation planning/programming
–Consider census urban population definition
–Consider zoning/land-use
•Agree on an area that is reasonably anticipated to
become “urban” in the next 20-year planning horizon
•MPO submits a request to MDT for approval of the
boundary
•MPA boundary establishes the planning area for the MPO
planning processes including the UPWP, LRTP and TIP.

Census Bureau Definitions – For
reference
2020 Urban areas are defined primarily based on
housing unit density measured at the census block level.
Three housing unit densities are applied during the
delineation process:
•Initial urban core: at least 425 housing units per
square mile
•Remainder of urban area: at least 200 housing
units per square mile
•Minimum of one high-density nucleus with at least
1,275 housing units per square mile required for
qualification
