The Federal Highway Administration (FHWA) has a new grant opportunity that is open. Christopher
Douwes, the Transportation Alternatives / Recreational Trails Program manager for FHWA asked all of theState Transportation Alternatives Program Managers to send this information out to interested communities. The Federal Highway Administration's Active Transportation Infrastructure Investment Program(ATIIP) Fiscal Year (FY) 2023 Notice of Funding Opportunity [lnks.gd] is now open forapplications. ATIIP is a new competitive grant program created by the Bipartisan Infrastructure
Law to plan, design, and construct infrastructure that will provide substantial additional
opportunities for walking, bicycling, and other forms of active transportation.
“The safety of vulnerable road users is of utmost importance,” said Federal Highway
Administrator Shailen Bhatt. “The funding we’re making available today will help improve
connectivity and address barriers to safe, accessible and equitable pedestrian and bicycle
networks, especially in disadvantaged communities and those where many people rely on publictransportation.”
Active transportation mobility options are those powered primarily by human energy, such as
bicycling and walking, and provide positive health impacts. ATIIP will fund projects to plan,
design, or construct networks of safe and connected active transportation facilities that connect
destinations within communities or metropolitan regions, including schools, workplaces,
residences, businesses, recreation areas, medical facilities, and other community areas. Grants
will also fund projects to plan, design, and construct active transportation spines, facilities that
connect between communities, metropolitan regions, or States. A goal of both types of ATIIP
grants is to integrate active transportation facilities with transit services, where available, toimprove access to public transportation.
Eligible applicants include local or regional governmental organizations, including metropolitanplanning organizations or regional planning organization or councils; multicounty specialdistricts; States; a multistate group of governments; or Indian tribes.

About the Active Transportation Infrastructure
Investment Program
Established by the Bipartisan Infrastructure Law, the Active Transportation Infrastructure
Investment Program (ATIIP) discretionary grant program will provide $44.5 million in grant
funding in FY 23. Funding supports State, regional, local, and Tribal initiatives through grants to
plan and build active transportation infrastructure that expands mobility options that are
powered primarily by human energy like bicycling, walking, scooting, skating, or using
wheelchairs and other mobility devices. The projects will help improve the safety, efficiency, and
reliability of active transportation networks; improve connectivity between active transportation
modes and public transportation; enhance the resiliency of on- and off-road active transportation
infrastructure and help protect the environment; and improve quality of life in underserved
communities through delivery of connected active transportation networks and expand mobility
opportunities.
