Mr. Maas:
Thank you for your note below. I can appreciate how busy you and all other City staff must be,
and I am guessing it is no easy task to sort through and post public comments to all of the
various folders and sub-folders.
Before last night's UPF meeting, Director Overton did reply to my written public comment (as
below)—and I was able to attend last night's UPF meeting in person to offer an oral summary
of my written comment. Consequently, it all worked out—and again I extend my appreciation
to you and Director Overton for your efforts in ensuring my public comment was included
in last night's UPF meeting.

First, my apologies for your comment not being included in the written materials provided to the
board in advance of yesterday’s meeting. I’m not sure how it happened when I processed comments
yesterday.
Secondly, I was able to go and recover your initial comment submission and will include it in the
folder.
Again, I’m sorry your comments were not distributed as they clearly were sent ahead of our
deadline. I hope our change to the new public comment email will keep things like this from
happening in the future.

Subject: Agenda Item F.1: UPF Work Plan for CYs 2024-2025
I am writing to comment on the UPF's proposed CY 2024-2025 Work Plan:
First, I support the UPF's specific Work Plan Items as described under:
Focus Area 1: Organize the Annual Arbor Day Program;
Focus Area 2: Review reports pertaining to activity in Bozeman’s urban forests;
Focus Area 3: Assess the equity distribution of access to urban parks and trails, with anemphasis on traditionally underserved communities and neighborhoods, and address
identified issues of disparity; andFocus Area 5: Provide recommendations, when requested, about the City’s Sunset Hills
Cemetery.
Thank you for all of the hard work you have put in to date on these Work Plan items (Focus
Areas 1, 2, 3, and 5) and for all of the hard work you will put in during the next 2 years.
Second, I am asking the UPF for clarification on Focus Area Four: Evaluate the City’s
Parks, Recreation, Open Space and Trails Plan from drafting through adoption. Currently,under Focus Area Four, the single specific Work Plan Item is described as follows: Align
the [PRAT Plan's] recommendations with the updates to the UDC.
The manner in which this description is phrased suggests that (1) the PRAT Plan's
recommendations will be modified to align with however the proposed UDC update turns
out rather than that (2) the proposed UDC update will be modified to align with the PRATPlan's recommendations. I do not support (1), but I do support (2). Therefore, if the UPF
board's intent is (2), then I ask the UPF board to explicitly state this under FocusArea Four, e.g., "Align the proposed UDC update with the PRAT Plan's
recommendations."
