The proposed project consists of a 20,022 square foot grocery store. This grocery store caters to
the local business restaurants and others that want to buy their groceries in bulk. They are not a
high traffic generator as it is mostly business traffic and many of these customers are doing
business online and having the groceries delivered to the business. The existing asphalt parking
lot will be utilized and modified to accommodate the proposed use. Truck traffic will circulate
through the parking lot through the two existing driveways in front of the proposed store. (see
truck turning template on site plan) The store architecture has been upgraded to meet the intent
of the city code. The architecture has been designed to accent 15th Avenue. The main entrance
is located on the front corner of the building to provide the pedestrian scale architecture along
15th Avenue. The building has added fenestration along the street and pedestrian walkways
providing connectivity throughout the center. Landscaping will be upgraded to meet the city
code. The project plans to meet the city drainage code by adding a new surface detention pond
behind the proposed building. The ongoing site remediation/cleanup will not be affected by the
proposed construction. The building placement has been placed to stay out of the area that
requires ongoing cleanup and remediation. The typical store hours of operation are 8 am to 7 pm
Sunday through Saturday.
We have provided a copy of the phase 1 Environmental report and a copy of the survey that
shows the locations of the monitoring wells. We have had previous discussions with Griffin
Nielson regarding the sewer demands. This discussion occurred in 2019 regarding flows for a
similar grocery store. He reviewed our water demands and concluded that the existing sewer line
should be capable of handling the project flows. We would like to know if the sewer line flow
capacity has been recently compromised or if our past projected flows can still be accommodated
by the existing sewer system? We plan on preparing a traffic study as we move forward to
address the city comments from the past concept review. Have there been any changes to impact
fees in the last 18 months or any code changes that would impact our project? We appreciate the
DRC’s consideration of our proposed concept plan.
