Dear Sarah, We're scheduled for a meeting with Homebase Partners tonight at 5pm at the AC Hotel,Downtown. The documents attached outline the community's proposed solutionsregarding the development. In addition, we have added a parking survey capacity diagramfor the vehicles associated with The Guthrie for our neighborhood. Kind regards, Noah ten Broek Community Requests Concurrent to the Buildout of The Guthrie in the North Downtown/Midtown Area I. Increased Safety in Whittier Elementary School District •Traffic Safety Measures: •Install a 3-way stop at Short and North 5th Ave. •Add a crosswalk across Short Street. •Update school zone signs with speed limit indicators. •Install speed bumps to calm traffic. •Construct a roundabout at the intersection of 5th and Villard. II. Improved Traffic Flow in North Downtown Corridor •Intersection Improvements: •Petition MDT (Montana Department of Transportation) to upgrade: •The intersection at N. 7th and W. Villard (rated D). •The intersection at N. 7th and W. Beall (rated D). •Petition the City to upgrade the intersection of 5th and Mendenhall (rated C). III. Development Adjustments in Line with Neighborhood Conservation Overlay District (NCOD) •Parking and Building Design: •Increase onsite parking, potentially funded through TIF (Tax Increment Financing) or Bonds. •Advocate for a reduction in building height to align with the NCOD. •Implement aesthetic changes to The Guthrie, such as garden-level apartments, setbacks etc to complement the character of the NCOD. •Housing Options: •Ensure The Guthrie includes family housing options, specifically 2- bedroom or larger units, for the Whittier School District community. •Propose reducing the Area Median Income (AMI) requirement to 60% to accommodate hospitality workers.
