My reasons for making this request are as follows: 1. Lack of adequate parking will likely create a public health and safety hazard for students and teachers (and other staff) coming and going from Whittier Elementary School. 2. Proposed building height, mass, and scale are not compatible with the character of the surrounding neighborhood, which is in the NCOD. 3. The 56 units being touted as "affordable" are unlikely to be so if rented at 80% AMI.Rent of 60% AMI would be preferrable. 4. The developer claims it is providing affordable housing for some of its employees.Likely, however, the developer will not be paying its employees enough to comfortably afford rent at 80% AMI. Therefore, the developer's claim smacks of theold "coal-company" practice of reclaiming all or nearly all wages paid through rent charged.5. In conclusion, this initial "deep-incentives" project is too important and controversial to be left to the sole discretion of the Community Development Department—andthus it would be best for the Bozeman Community as a whole if the City Commission were to reclaim it for review​.
