Per section H of the above-mentioned section, “Some of the Standards listed in subsections C through E of this section, may be relaxed by the review authority if it is shown during the development review process that more efficient design can be accomplished without jeopardizing the public’s health, safety and welfare, the intent of this chapter, or the intent of the city’s growth policy”. In the criteria listed within the section lines out that the following be addressed and certified; a) Traffic Volumes b) Turning Movements c) Traffic Controls d) Site Design e) Sight Distances and f) Location and alignment of other access points. The majority of the information requested above has been identified, explained and outlined within the submitted Traffic Impact Study, which was also included in the application to MDT for their review. Following the MDT preliminary review, it was identified that they are “…ok with the proposed approach locations. No additional approaches will be allowed on the Huffine Frontage.” This comes following numerous conversations and meetings with MDT on this specific property. Essentially the traffic volumes and movements identified in the application submittal were deemed to be acceptable and allowed. The traffic controls were also laid out to state that the eastern approach (Betty Lane) would be held to a RI/RO approach, the central approach (Water Lily Dr) would be set up as a 3/4 turn movement and Laurel Parkway would eventually be a full-access intersection with the signalized control that will come at a future date. Although the spacing between Betty & Water Lily do not meet the City’s minimum of 315’ (providing 265’ ROW to ROW), it has been shown & identified that it operates at a safe and efficient manner. The existing approach on the south side of Huffine (Advance Dr) currently operates and was approved as a RI/RO, thus not creating a conflict with conflicting turns from the Urban Farm development. The required sight distances, per the City of Bozeman, related to each intersection are currently being met, so no modification is necessary for that section. As far as internal site development is concerned, internal access points are being designed accordingly to not create potential additional traffic issues.
