Thank you for reaching out regarding Hyalite Engineers the proposal to construct three new approaches (Laurel Parkway,
Water Lily Drive, and Betty Lane)off Huffine Lane (US- 191) in Bozeman, MT. MDT has reviewed the submitted TIS and
has the following comments:
• The prior traffic signal warrant evaluation was completed with significantly different trip generation and is no longer
valid for this TIS.An updated traffic signal warrant analysis is needed for MDT review.
o If signal warrants are met at full-buildout, an approximate time frame on when they are first met is needed
as well.

Additionally, looking at the plan set submitted on 728/23 (see attached), it looks like all 3 deeded approaches
are located on the eastern half of this development. Please provide MDT with a full scope construction plan

- Can I get a letter from MDT stating the following;
1. The alignment/separation of the proposed entry points onto Huffine is acceptable to
MDT
2. Confirming that MDT will allow the water main and proposed PRV to be installed
within the Huffine ROW.

Brittany,
I am going to start updating our TIS for the Urban + Farm development per our discussion yesterday
and wanted to get your thoughts on using the traffic counts we already completed for the city. We
performed traffic counts in August- September of 2021 and completed a TIS using those numbers. If
you are good with using these counts we can update the already completed TIS with new phasing and
not have to perform new counts at the intersections which will add a few more weeks to this process.

2. An Encroachment Application will need to be submitted for any projects that will
impacts MDT facilities and Right of Way(ROW).Applications are available online

3. For any Utilities within MDT ROW please submit all Utility requests in UPAS

4. Please provide MDT with a chain of title showing all property ownership from
current ownership back to 1994, when the property was owned by David Norton,
Norton Ranch. The Laurel Parkway LLC property was the Norton Ranch parcel
(#62A)when MDT acquired Access Control in 1994. This parcel has 3 deeded
movable approaches between station 168+10— 194+75. MDT will need to move
forward with a quitclaim deed as part of the permit process to deed the
approaches back to MDT when approach permits are issued.
5. MDT typically requires a complete Traffic Impact Study(TIS) based on the
development at full build out that studies the traffic distribution and impacts this
development will place on state and local roads. The study area must adequately
include all known and existing development in the area. The TIS must identify and
propose any mitigation necessary to maintain levels of service and safety and
establish project phases indicating improvements needed on system at each
phase. Be sure to contact MDT to discuss TIS requirements prior to preparing this
document for MDT review.
6. Upon approval of the TIS, the developer can expect to submit a geometric plan
with turn diagrams and any improvements for the largest vehicle referenced on the
TIS report for MDT approval.
7. Once the geometric plan for the approaches and improvements are conceptually
approved, MDT will request a full construction plan set for MDT review including
the design of the approach and all mitigations showing typical, profiles, and cross
sections for construction review and approval.
8. The developer must submit a hydraulics report. The hydraulic report will need to
include all items identified in the Hydraulics checklist on Page 19 of the
Developer's Guide. The guide can be found on-line at the following link:

9. The developer must provide copies of any State or Federal agency permit required
for this development.
10. The developer will be required to design, construct, and fund all mitigations.
