Hello, my name is Marcia Kaveney. I live at 1496 Boylan Rd. My comments tonight relate to the annexa�on of Gran Cielo II. With this annexa�on, comes the perfect �me for the Commission, Staff, and Advisory boards to reflect on and plan for the tremendous opportunity that comes with this annexa�on and lies within the grasp of both the City of Bozeman and the Gran Cielo developers themselves. For Gran Cielo is the proud owner of Kirk Street Forest, 3 acres of healthy na�ve cotonwoods and aspens, and a seasonal stream. This forest will make a truly excep�onal natural area and ac�ve pathway between the neighborhoods of Meadow Creek and Gran Cielo I. When protected, this area will con�nue to support not only the great horned owls that live there now, but many other bird species, small mammals, and insects. It will be the ‘state of the art’ natural complement to the ‘state of the art’ modern park of Gran Cielo I by providing a natural space just a few feet from their homes, where kids can slip into shady areas, climb on real trees, make forts, get their hands dirty, and play with rocks, all while listening to the leaves rustle and birds sing. This is a great opportunity for the new PRAT plan to bring its goal of stewarding and sustaining natural resources to life. The following is a quote from the PRAT, “As learned from [PRAT plan] outreach and to simplify landscape management, The PRAT recommends changing policies to include natural areas within parks which include stands of na�ve trees and shrubs, watercourses, riparian corridors, and wetlands as part of a larger neighborhood park.” On the same page, it also states, “Mature exis�ng trees are an asset to be protected at every opportunity.” I agree with Commissioner Madgic as she is quoted in the PRAT, saying “I really see this plan as improving upon the good things that we all love about Bozeman.” I would add that now we just need to put it into ac�on. Protec�ng Kurk St. Forest also supports the growth policy which states “smaller species, especially birds, are compa�ble within urban density development and SHOULD be preserved, INCLUDING the encouragement of suitable habitats.” I can’t think of a more suitable habitat. My greatest hope is that when the preliminary plat applica�on arrives in the planning department, that city staff will be strongly encouraged to support our City Plans and guide the developer to protect the exis�ng forest. It can be done. Meadow Creek did it. All Gran Cielo II needs to do is follow their example and they will create a las�ng environmental legacy for themselves and the City of Bozeman. Thank you.
