As you go through the process of dealing with this matter, use this opportunity to assess the manner in which you supervise the CM. In his short tenure, we have lost an assistant city manager, a finance director, and a community development director. I don’t pretend to know the circumstances of these departures but losing three high level employees in such a short period should have warranted some attention from the Commission. It seems unlikely that any careful consideration of the CM’s performance was made before giving him a 4.5% MERIT increase in December of 2023. I believe that the culture of an organization flows from the top. The attitude that has come to light has undoubtedly had a corrosive effect throughout a dedicated and hard working staff . Please use this opportunity to identify better ways to assess the performance of your only employee. This does NOT mean interfering with the CM’s responsibilities but rather finding a way to be assured that the CM is instilling the culture you want to see and never be blindsided like this again.
