Please see below: Other than conservation, we see only one way to make future water needs more predictable in Bozeman. Halt land annexations except for property already surrounded by the city. Halt annexations even the land comes with groundwater rights until the valley's groundwater is better understood. . . . Do we know more about groundwater replenishment now than we did 30 years ago? Back then, we definitely did not know the flow and replenishment cycle of Gallatin Valley groundwater. Perhaps we know more now, but if there is only scant information, a moratorium on annexations could be put in place for the duration of a groundwater study, which I understand would be lengthy and complex. I am aware of homeowners who built 30 years ago on the edge of Bozeman who have needed to drill deeper wells. Annexations make developers and home buyers feel confident that their water needs will be met. If the city does not have confidence that it can meet those needs 30 years from now using our current above-ground water sources, then limiting annexations would at least give city officials a defined starting size.
