Jake,
Hopefully we can get this resolved promptly. I am copying our city commission as we have had
numerous discussions through both SWMBIA and the Chamber as well as personally about what
developers deal with when trying to get a project rolling.
These delays are time consuming, and costly. Developers have to make that up somewhere and it is
often through maximizing rents and sales prices. Our commissioners say they want to do something
about housing costs in Bozeman, so here is one of the many opportunities to hold good on that
pledge.
I have heard Mayor Andrus, Commissioner Coburn, and Deputy Mayor Cunningham all quip that the
state took away the ‘only’ tool the city had to affect housing affordability when the state nixed
inclusionary zoning. However, if the city had clear, navigable, efficient and expedient processes for
developers who are seeking to provide housing, they could reduce both cost and risk (also cost) for
developers. This is the simple tool of doing what the city is already tasked with, and doesn’t require
the city to tax its constituents with the burden of subsidies.
That is to say, please help by using one of the numerous tools you have at your disposal which
impacts housing costs. In this case, please work through this process quickly, help the developer
navigate the addressing issue, and allow this project to move forward as planning intended.

receiving additional information from your development review coordinator (Jake, copied) and/or
Engineering early part of next week.

Hi Anna and Ben – I hope this finds you well. This is a long follow up on an addressing issue we’re
working through. By way of background, we acquired a parcel within the Allison subdivision in
October and have recently achieved adequacy to build a mix of townhomes and apartment flats.
This project also aligns with Community Housing’s affordable housing program.
For some reason, a minor lot line adjustment within our access easement is creating addressing
issues and delaying our permit submittal. It’s not clear how this gets resolved and maintaining our
schedule is very important to maintain the project’s construction financing. I wanted to see if we
could possibly submit our plan set while the addressing issues are sorted out? The building locations
won’t be moving – I understand an update to the legal description could be possible. I suspect
though by our resubmittal, that we’ll have clarity and staying productive in the interim would go a
long way.
