Application to amend the Bozeman Community Plan of 2020 to permit construction of a
commercial complex at the NE corner of South 19th Avenue and Graf Street
Dear Sirs,
First, let’s be honest about what is being requested in the subject application: The applicant want to
build a strip mall in an area set aside by the community for residential use.
This is the worst kind of urban sprawl. I am very much against the requested amendment and I urge
the City Commissioners to decline the proposed amendment for the following reasons:
1. No Need. There is no need for yet another commercial development at the corner of South 19th
Avenue and Graf Street. That location is too close to pre-existing shopping centers and markets. For

The proposed strip mall will detract from the economic viability of existing businesses in the vicinity
—leading to blight.
2. Degrades the aesthetics of the area. The area south of Kagy has been preserved as a desirable
residential area that nestles against the scenic foothills of the Gallatin Mountains. Unnecessary
commercial development in the area, such as the requested strip mall, will only degrade its
desirability for residential use.
3. Bad Precedent. An amendment to the Community Plan to allow a strip mall at South 19th Avenue
and Graf Street is a bad precedent. Will the next proposed amendment be for another strip mall at
the corner of South 19th Avenue and Hyalite Canyon Road?
4. Contrary to desires of Bozeman community as expressed in the Community Plan, such as a) the
desire to preserve key residential neighborhoods, b) the desire to preserve a vibrant downtown, and
c) the desire to preserve our natural environment by limiting urban sprawl.
Bozeman would be best served by keeping the land use designation unchanged from that described
in the 2020 Bozeman Community Plan.
