Dear City Commission,
Thank you for your service. I look forward to the tone you will set as a new governing body - one that
responds to the community’s desire for responsible growth.
You are being asked:
1) Should the City begin a public engagement effort to educate the community aboutthe (Bozeman/Canyon Ferry Pipeline) Study’s purpose and findings and to collect community input?
First,I believe this question should come second to question #2. Second, it would not be worthwhile tospend money on this if it is not being pursued. The public can read this memorandum and become educated
on this extravagant proposal.

2) Should the City begin a dialogue with local, State, and federal entities that explores the potentialformation of a regional water and wastewater authority?
This seems to be the first question to ask and, if the answer is Yes, then it would also be an appropriate time
to collect community input before spending additional time and money.
If this question is synonymous with whether to pursue the findings of the feasibility study, then the
unequivocal answer is No. In light of staff’s conclusion “Costs of the magnitude estimated in the Study are
potentially too excessive for the City to grapple with alone…” No matter who is involved, thisenvironmentally unsound project would "come at a substantial cost, estimated at the conceptual level to
range from $1.4 - $5.7 billion.”
Please vote No to questions 1 and 2 and refocus your efforts instead to becoming a steward of land and
allowing for growth in a way that is appropriate to the resources available.
