Thank you.Kathy Powell To the City Commission As the City Commission develops its priorities for the next two years, it is important not only to get input from cityadvisory boards but also from the citizens of Bozeman. Attached are priorities I think the CIty Commission should prioritize. Here are priories I think the City Commission should priorize. Revise the UDC to: • Get more public input on the UDC thru informal meengs (in person or Zoom) for Bozeman residents. Announce dates of meengs, locaons and mes in a direct mailing to all residents. This will allow City residents to ask quesons and give their input on what they are concerned about in the UDC and how they want to see the UDC rewriten. Ensure beter communicaon with City residents long term beyond just Open House formats. The Short-Term Rental group meengs in 2017 had a lot of acve parcipaon and shared ideas that lead to a stronger, beter understood STR Ordinance. An ordinance that the City could use and base future modificaons on. • Develop Neighborhood Plans. Make UDC more neighborhood friendly, especially in older neighborhoods that are the core and heart of Bozeman. Have different zoning districts in newer developments (allow more density) and different zoning districts in older neighborhoods (limit densificaon). A blanket set of zoning districts does not fit needs of older neighborhoods. • Have Stronger Historic Preservaon with real teeth enforcement. Dividing a historic home into apartments has potenal, but tearing down historic homes and replacing them with luxury condos should not happen. • Encourage and protect new and exisng solar access - home solar arrays (roof top and ground- mounted photovoltaic & solar hot water) from being shaded/ blocked by new tall building projects & proposed tall remodels. Evaluate Boulder Colorado’s Solar Shadow Ordinance. htps://bouldercolorado.gov/sites/default/files/2021-02/solar-access-guide.pdf htps://programs.dsireusa.org/system/program/detail/438/city-of-boulder-solar-access-ordinance Work with partners to create more truly Affordable Housing - not expensive apartments, condos and houses. Develop a specific income index based on AMI and job categories that clearly show what affordable housing really is. Work harder on work force housing with Bozeman Health, MSU, and other major employers. Implement the Sensive Lands Program. Be sure Sensive Lands are protected by Ordinance when proposed developments are brought to the Planning Dept, Community Development Board and City Commission. Beter Conserve Water, especially in new construcon. There should be an Ordinance that requires (not suggests) percentage of allowed lawn, use of drought tolerant plants, drip irrigaon, etc. in new construcon throughout the city.
