Commissioners,
I am struck by two issues relating to the proposal to invest in planning for a Canyon Ferry to
Bozeman pipeline.
1) There seems to be an implicit assumption that 30,000 acre-ft of water are simply lyingaround, unclaimed. However, the removal of that water from Canyon Ferry must result in
reduced releases, thus reduced power generation at Holter and Hauser dams. Wouldn'tNorthwestern Energy resist that with every lawyer in their flock?
2) As observed growth in Bozeman over the past 40 years has not lowered, but raised taxes forresidents, wouldn't it be cheaper to simply grow less? Perhaps you could stop subsidizing the
real estate cabal on the backs of long-time residents?
