Urban Land Institute Advisory Services Recommendations
Implement the Triangle Plan – we adopted it, we have a trails plan, what next? A quick
review might be helpful

ITEMS THAT HAVE PROGRESSED / COMPLETED
Gallatin County and Belgrade working on zoning and updating zoning regs. The city of
Bozeman has adopted and looking to new commission for priorities.
Existing development standards are pretty consistent now.
Completion of the sensitive lands plan - is also helping to implement the triangle plan
through the development review process (also the triangle transportation plan).
FUTURE WORK on AG & WATER?
Ag goals and policies - county open space priority plan? Are there ag lands that could be
conserved - what is the size that is important for ag to be productive? Get clarity on if
these parcels are wanting to stay in ag and would the open space funds be even possible?
The balance of conserving lands and constraining future infrastructure development.
Do we have a map of ag lands in the Triangle today? Tax or irrigated ag. - sensitive lands
and growth policy - a goal may be to maintain the percentage.
Database for ditch mapping - continue the work and continue the up to date
information. Work with AGAI and partners to keep this work going. Work with
partners to get the right people in the room.
Ag Engagement Event(s) - conversation and the summary is the product.
Opening Discussion on Annexation - Belgrade and Bozeman overview on what they
usually do for annexation today and what the obligations for the cities and landowners are.
City just annexed a new East valley center parcel that will allow for connection.
Belgrade is studying the process and mapping areas for annexation. The landowner
is requesting annexation to the city. Future south along Alaska and Jackrabbit
corridors. Infill areas to the NW. The airport keeps growing and has added a lot of
light industrial and industrial.
Bozeman we entertain annexation requests but we do not advance annexation from
our side. There are 7 different approaches for annexation but with annexation the
city must provide services. Our facility planning is associated with annexation - the
city commission has goals associated with annexation. One of our limits is west
gravity barrier. Water and sewer requirements play a heavy role in our utility
planning and are more focused on the discharge permits.
How has Billings Clinic influenced Bozeman's ability to move West - we need a lift
station to get sewage back to the treatment plant. Infrastructure viewer on
Bozeman GIS - shows future lift stations.
We have procedures in place for annexation process but we don't have an MOU
between the jurisdictions for annexations. The question was how far outside the
municipality should there be annexation considered. DEQ requirement is based on
distance from infrastructure.
The handshake process may become more formalized once the county updates
zoning map and regs. - The difference in Belgrade is they have city-county planning
board.
It isn't practical for Bozeman and Belgrade to annex the triangle but the
coordination for water and sewer services is important. Should Four Corners
incorporate? Four Corners would be within the water and sewer district.
Belgrade discussion of taking on rover rock water and sewer? - we need a BIG pipe
under I-90 and the RR tracks.
4:20 Regional Initiatives
UTD Update - Sunshine, all board members appointed. Committee meetings to prepare
eligibility package. Operations committee is reviewing operation procedures. The Regional
office in Denver reviews the package before goes to the feds, the transition is open until June
2025 - until then we continue to get the rural funding.
Decision to hire in house or contract through HRDC / nonprofit. There is no service area
changes but the UTD boundary is much larger and we will be hiring a transit consultant to
update our long-term service. We have about 12 drivers to keep our system running.
MPO Update - Designation letter from the Governor! It will be housed with the city of
Bozeman. First meeting TBD. First step for hiring and funding that would support the work. We
may start with consultants to get rolling.
County Housing Plan Update - consultant working on outreach in the county - how to break out
data in different parts on the county and getting needs assessment.
Jurisdiction Updates -
County - working on housing and Future Land Use Map. We are also looking to update zoning
and looking at 382 and land use objectives and what is the best approach to achieve them. PCC
WEST exploration happening next week.
Bozeman - new commissioners and potential new appointee for PCC. Survey out for public
engagement, then we will carry out additional engagement for UDC. Judge direction on hold for
state regulations on housing - so the state is sued but jurisdictions on the sidelines waiting.
Community Development Board considering recommendations for city commission priorities,
possibly focused on UDC.
Belgrade - Community engagement on zoning the extraterritorial area that is unzoned. Master
Plan for infrastructure and future land use map and parks etc. New permit, applications and
licensing online through Belgrade portal (dog license is the most problematic). New planner
coming to the team. Kristin left for Missoula planning and that position is vacant. Belgrade
community center and library is coming along.
