I figured out the previous attached document which indicates that the high water mark is where the setback from the watercourse begins. We were discussing such things as all code references needing to be updated to 2021 Building Code requirements (which were adopted 8/2/22) . There are delineations that exist, it seems folks were able to build much closer than 50' to the ditch, and it depends on how the City is determining the designation of the "watercourse". I need a minute to sort it, but my determination was that the requirement was only for a 30' setback. I will get back to you.
