This is the time to comment on any matter falling within the scope of the Inter-Neighborhood
Council. There will also be time in conjunction with each agenda item for public comment relating
to that item but you may only speak once per topic.
Please note, the Board cannot take action on any item which does not appear on the agenda. All
persons addressing the Board shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name and place of residence in an audible
tone of voice for the record and limit your comments to three minutes.

STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:City staff will present an overview of the communications plan
template/criteria we use to plan out how to determine messaging strategy,
target audiences, and the best communication tools for the job. Staff will
also discuss how we rely on INC representatives to help amplify messages to
neighbors and broaden/deepen our reach.
The input from this work session will help inform further neighborhood
engagement and support.
INC representatives will discuss:
What are the most effective communication tools/channels among
your neighbors?
Which different audiences exist in your neighborhood?
What tools and channels would help you reach folks who are
unaware/unengaged?

STRATEGIC PLAN:6.1 Clean Water Supplies: Ensure adequate supplies of clean water for today
and tomorrow.
BACKGROUND:The City of Bozeman is revising required landscape and irrigation standards
for new development projects in order to reduce outdoor water use and
support sustainable growth. These standards will ensure that new homes
built within City limits use water efficiently outdoors through the
implementation of requirements for drought-adapted landscaping, and
efficiency requirements for irrigation systems. Once the standards are in
effect, they will be required only for new development projects within the
City of Bozeman. There are no proposed retrofitting requirements for
existing properties at this time.
During a work session with the City Commission, City staff were directed to
develop standards that align with a best-in-class extensive and proactive
approach to outdoor water use efficiency, resulting in the greatest water
savings. The landscape standards are intended to reduce the installation of
high-water-use turfgrass, support the installation of functional turfgrass
specifically, ensure adequate soil quantity and quality, and increase the
installation of drought-adapted landscaping in future developments. Draft
standards include limits on the amount of turfgrass permitted to be installed
in new developments. The irrigation standards are intended to ensure that
irrigation systems installed in future development projects achieve water
use efficiency through proper design and performance. This includes but is
not limited to the use of efficient irrigation components and technology,
limits on the use of overhead spray irrigation, and required installation of
high-efficiency drip irrigation.

for this project. Once the standards are adopted, the City will work closely
with developers, landscape architects, and contractors to ensure that the

new requirements are well understood and implemented in future
development applications.
