STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all Boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next scheduled meeting. Staff will make any corrections identified to the
minutes before submitting them to the City Clerk's Office.

STRATEGIC PLAN:7.1 Values-Driven Culture: Promote a values-driven organizational culture
that reinforces ethical behavior, exercises transparency and maintains the
community’s trust.
BACKGROUND:The City Charter was approved by the citizens in 2006 and became effective
in 2008. According to Charter requirements, the City is required to establish
standards and guidelines for conduct and provide annual trainings for all
representatives of the City to avoid the use of their public position for
private benefit.

STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:In accordance with City Commission Resolution 5323, citizen advisory boards
must produce and adopt a two-year Work Plan. The Citizen Advisory Board
Onboarding Manual outlines the requirements, timeline, and format of the
work plans.
All Work Plan items must meet the following requirements:
Alignment with City Commission priorities
Alignment with the 2020 Bozeman Climate Plan
Achievable in a two year period
Implementable with existing resources (time, staffing, budget)
Measurable outcome
On March 9, 2022 the Sustainability Citizen Advisory Board adopted a Work
Plan for 2022-2023 to assist in accomplishing a wide range of initiatives
resulting in a measurable impact towards the City's emissions goals and
community resilience.
City staff will present a review of all work plan items (see attached), to
include a discussion about progress made throughout the term of the Work
Plan.

Following a review of the 2022-2023 Work Plan, Deputy Mayor Cunningham
will assist in facilitating a discussion about the upcoming Commission priority
setting process, scheduled to occur in early 2024. While the Board will be
asked to provide input on upcoming Commission priorities for 2024-2025, it
is important to understand that any discussion about 2024-2025
Sustainability Board Work Plan items will need to occur after Commission
priorities are finalized.

Work Plan Item Status Summary of Status
#1) Unified
Development Code (UDC) Update
The Sustainability Board held four Work Sessions on the Unified Development Code (UDC) Update
on July 13, 2022, August 10, 2022, December 14, 2022, and August 9, 2023. The Board provided recommendations pertaining to sustainability with an emphasis on urban agriculture and EV
charging provisions. On October 11, 2023 the Sustainability Board provided a formal
recommendation to the City Commission to replace and augment existing sustainability
requirements and standards; and request stronger language to protect trees, water, and sensitive lands, and to further improve public engagement through neighborhood associations
and townhall meetings.
#2) Model Property
Owners’ Association
(POA) Covenants
On June 8, 2022, the Sustainability Board held a Work Session focused on sustainability issues to
be addressed within model Property Owners’ Association covenants. After incorporating Board
feedback, staff presented a set of problems and solutions during a Commission Work Session on
November 15, 2022. On November 8, 2023, the Sustainability Board provided a formal recommendation to the City Commission to approve the new covenants.
#3) Gallatin Valley Sensitive Lands
Protection Plan
The Sustainability Board held two Work Sessions on the Gallatin Valley Sensitive Lands Protection Plan on March 8, 2023 and August 9, 2023. On November 8, 2023, the Sustainability Board
provided a formal recommendation to the City Commission to accept the plan.
#4) Community and
Neighborhood
Resilience Programming
On October 12, 2022, the Sustainability Board held a Work Session with a focus on neighborhood
resiliency programming related to wildfire smoke and heat outreach. City staff have
incorporated feedback from the Board into outreach materials that have been shared with the public in the winter and summer of 2023. On April 12, 2023, the Sustainability Board held another Work Session to receive feedback on how the City might reach more residents, including any
additional resources that would be beneficial to the community.
#5) Food System
Stakeholder & Priority
Mapping
On November 9, 2022, the Sustainability Board held a Work Session to review the proposed
approach for a community mapping project designed to enhance the City’s understanding of
current challenges and opportunities within the local food system, followed by a Work Session on March 8, 2023 to confirm feedback received from the Board to be included in a Request for
Proposals published on April 29, 2023. The Board will again have opportunities for input following

Phase 4 (Preliminary Map and Interview Summary Report), and during Phase 5
(Recommendations and Final Report) in 2024.
#6) Composting Service
and Collection
On August 9, 2023, the Sustainability Board held a Work Session on the City’s Solid Waste Rate
Study and Compost Feasibility Study to receive input on future implementation and outreach of
the bundled plan as directed by the City Commission on July 18, 2023. As a result of feedback received from the Sustainability Board, the City will be conducting a customer survey in early
2024 to inform a plan for successful implementation. The Sustainability Board will be invited to
provide additional input on community education and outreach planning in 2024.
#7) Energy Efficiency
Financing & Investing
Commercial Property Assessed Capital
Enhancements
On May 11, 2022, the Sustainability Board held a Work Session on Commercial Property Assessed
Capital Enhancements (C-PACE) and provided recommendations to staff on strategies to
encourage program participation. City staff have coordinated with other departments to build awareness of the program, in addition to developing complementary tools, such as the Planned
Development Zones and other incentives.
#8) Building
Electrification
Campaign
On April 13, 2022, the Sustainability Board held a Work Session to provide input on a building
electrification campaign. After incorporating feedback received from the Board, City staff
presented a program outline during a Work Session on September 14, 2022. City Staff are actively
developing contractor training resources, case studies, incentives, and residential resources.
#9) 2021 IECC Building Code Update On May 11, 2022, the Sustainability Board held a Work Session on the 2021 IECC Building Code adoption process which could allow for the adoption and enforcement of voluntary appendices including solar-ready design for commercial (Appendix CB) and residential buildings (Appendix
RB), and net-zero energy for commercial buildings (Appendix CC). While guidance received
from the Department of Labor and Industry on March 20, 2023 suggests that the city may be able to adopt and enforce the optional appendices, there remain many uncertainties as to a
legal and viable path forward. City staff are actively attending solar-ready trainings and
consulting with national building experts to further understand the issues.
#10) Electric Vehicle
(EV) Infrastructure
Planning and Installations
The Sustainability Board provided initial recommendations on Electric Vehicle (EV) parking
provisions in the Unified Development Code Update Work Session on December 14, 2022. City
staff is concurrently preparing for EV service equipment installations for city facilities and monitoring statewide planning efforts to develop a statewide fast-charging network. During 2024
and 2025, the Sustainability Board will be invited to provide input to staff on EV partnerships and
additional policy planning.
#11) Cleanup Day On March 9, 2022, the Sustainability Board held a Work Session to provide input on outreach
activities related to Cleanup Day and Earth Day events. City staff have incorporated this
feedback to enhance engagement during future events.
